深入推進碳達峰、碳中和,構建以新能源為主體的新型電力系統

他表示,統(tong)籌(chou)電(dian)(dian)(dian)(dian)力(li)(li)發(fa)展(zhan)(zhan)和(he)安全是保(bao)障經(jing)濟社(she)會高質量發(fa)展(zhan)(zhan)的必然要(yao)求(qiu)。電(dian)(dian)(dian)(dian)力(li)(li)供應關系工業(ye)、農業(ye)、金(jin)融等國(guo)(guo)民(min)經(jing)濟命脈。當前我國(guo)(guo)電(dian)(dian)(dian)(dian)能(neng)占(zhan)終端用能(neng)比例(li)達到27%,隨著“雙碳”目(mu)標(biao)提(ti)出,這一比例(li)將持續(xu)提(ti)高。但(dan)我國(guo)(guo)電(dian)(dian)(dian)(dian)力(li)(li)流(liu)與(yu)資源(yuan)分(fen)(fen)(fen)布逆(ni)向,特(te)高壓交(jiao)直流(liu)電(dian)(dian)(dian)(dian)網互(hu)聯風險(xian)突出;大電(dian)(dian)(dian)(dian)網與(yu)分(fen)(fen)(fen)布式能(neng)源(yuan)協調發(fa)展(zhan)(zhan)難(nan)度大,新型電(dian)(dian)(dian)(dian)力(li)(li)系統(tong)建設考驗系統(tong)穩(wen)定(ding)極限;區域電(dian)(dian)(dian)(dian)力(li)(li)發(fa)展(zhan)(zhan)不(bu)平衡不(bu)充分(fen)(fen)(fen),兩湖一江(jiang)等地區仍然存在時段性供能(neng)緊張。實現(xian)全國(guo)(guo)范圍內電(dian)(dian)(dian)(dian)力(li)(li)安全發(fa)展(zhan)(zhan),防范遏制(zhi)大面積停電(dian)(dian)(dian)(dian)風險(xian),滿足國(guo)(guo)民(min)經(jing)濟發(fa)展(zhan)(zhan)用能(neng)需求(qiu),是保(bao)障經(jing)濟社(she)會高質量發(fa)展(zhan)(zhan)的內在要(yao)求(qiu)。
同時,他提到(dao)要(yao)提高安全保(bao)障能(neng)(neng)(neng)力。電力安全保(bao)障離不開煤炭(tan)、油氣等一次能(neng)(neng)(neng)源整體保(bao)障能(neng)(neng)(neng)力的發(fa)展(zhan)。要(yao)堅持“全國(guo)一盤棋(qi)”,科學制定(ding)“十(shi)四五”現代能(neng)(neng)(neng)源體系規(gui)劃(hua),做(zuo)好電力、煤炭(tan)、油氣、可再(zai)生(sheng)能(neng)(neng)(neng)源等七(qi)個分領域(yu)規(gui)劃(hua),統籌各能(neng)(neng)(neng)源品(pin)種定(ding)位和發(fa)展(zhan),加(jia)強不同能(neng)(neng)(neng)源品(pin)種間的互濟(ji)互保(bao)。開展(zhan)能(neng)(neng)(neng)源碳(tan)達峰“1+N”政策體系研究,統籌推進電力低(di)碳(tan)轉型發(fa)展(zhan),滿足經濟(ji)社會(hui)發(fa)展(zhan)和電力轉型需(xu)要(yao)。
文中也提到要創(chuang)新發(fa)展安(an)(an)全技(ji)(ji)術(shu)。突出“創(chuang)新在我(wo)國現代(dai)化(hua)(hua)建設全局中的核心(xin)地位”,著力研究電(dian)力系統適應高(gao)比例新能(neng)(neng)源接(jie)入的關鍵運(yun)行控制技(ji)(ji)術(shu),探索源、網(wang)、荷、儲靈(ling)活運(yun)行和(he)安(an)(an)全共治,突破“雙高(gao)”電(dian)力系統新能(neng)(neng)源安(an)(an)全消(xiao)納(na)技(ji)(ji)術(shu)路徑。推進電(dian)力安(an)(an)全核心(xin)技(ji)(ji)術(shu)和(he)關鍵裝備科研攻關,加(jia)快(kuai)芯(xin)片(pian)模塊、特高(gao)壓直(zhi)流套管等國產化(hua)(hua)替代(dai),有效解決“卡脖子”問題。大力實施“機械(xie)化(hua)(hua)換人、自動化(hua)(hua)減人”,從根本上消(xiao)除人身事故風險(xian)隱患。
