科技支撐碳達峰碳中和如何實現?江西出臺實施方案提出九大行動

10月18日,記者獲悉:省科技(ji)廳(ting)、省發改委(wei)、省工信廳(ting)等(deng)九部門日前(qian)聯合印(yin)發《江西省科技(ji)支撐碳達峰(feng)碳中(zhong)和實施方案(an)(2022-2030年)》,高質量(liang)支撐全省2030年前(qian)實現(xian)碳達峰(feng),為實現(xian)碳中(zhong)和目標做(zuo)好技(ji)術研發儲備。

聚焦(jiao)基礎研究(jiu)(jiu)與(yu)前(qian)沿低(di)(di)碳(tan)(tan)技術(shu)創新(xin)行(xing)動(dong),實施方(fang)(fang)案提出,面向碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)重大需求與(yu)科技前(qian)沿,促進低(di)(di)碳(tan)(tan)能(neng)源(yuan)、氣候變化、智(zhi)慧電網(wang)、工業節能(neng)、固碳(tan)(tan)增匯等(deng)研究(jiu)(jiu)方(fang)(fang)向協同創新(xin),著力(li)聚焦(jiao)碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)關鍵科學問(wen)題,重點推進新(xin)能(neng)源(yuan)開發利用、高耗能(neng)工業領域節能(neng)降碳(tan)(tan)等(deng)過程中(zhong)(zhong)的二氧化碳(tan)(tan)全周期軌跡跟蹤、捕集轉化的基礎理論(lun)與(yu)方(fang)(fang)法(fa),為低(di)(di)碳(tan)(tan)前(qian)沿技術(shu)融(rong)合提供創新(xin)土壤與(yu)發展空間。
圍繞(rao)固(gu)碳(tan)增匯(hui)(hui)技(ji)(ji)(ji)術創(chuang)新行動,實施方案提出,推進(jin)生態系(xi)統碳(tan)儲量(liang)空間分布(bu)、鄱陽(yang)湖流域(yu)碳(tan)源碳(tan)匯(hui)(hui)立體監測、森林(lin)生態系(xi)統碳(tan)匯(hui)(hui)時(shi)空變化格局與環境(jing)驅動力機制研究(jiu)。開(kai)展林(lin)業碳(tan)匯(hui)(hui)計量(liang)技(ji)(ji)(ji)術、天空地一體化碳(tan)匯(hui)(hui)監測技(ji)(ji)(ji)術研究(jiu)。
實施(shi)方案(an)還明確,在科技(ji)(ji)計劃中(zhong)(zhong)設立(li)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)(zhong)和(he)(he)科技(ji)(ji)創新項目,推(tui)行(xing)(xing)“揭榜掛帥”“賽馬爭先”等方式,開展低碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)關鍵核心技(ji)(ji)術(shu)攻關,強化公平(ping)競爭、責任(ren)落地。建立(li)重點排放行(xing)(xing)業(ye)碳(tan)(tan)中(zhong)(zhong)和(he)(he)技(ji)(ji)術(shu)進(jin)步指數,將碳(tan)(tan)中(zhong)(zhong)和(he)(he)新技(ji)(ji)術(shu)研發(fa)和(he)(he)應用投入作(zuo)為關鍵指標進(jin)行(xing)(xing)監(jian)測。加強綠色低碳(tan)(tan)技(ji)(ji)術(shu)知(zhi)識(shi)產權保護與服(fu)務,健全(quan)綠色技(ji)(ji)術(shu)創新成果(guo)轉化機制(zhi)。(記者齊美煜)
