安徽淮南印發“十四五”節能減排實施方案 實施十三大重點工程!

日前,安徽省市人(ren)民政(zheng)府(fu)(fu)發布《淮(huai)南(nan)市人(ren)民政(zheng)府(fu)(fu)關(guan)于印發淮(huai)南(nan)市“十四五(wu)”實施方案的(de)通知》,《實施方案》提到,到2025年,全市單位(wei)生產總值能(neng)耗比2020年下降16%,力爭(zheng)下降16.5%。化(hua)學需氧量、氨氮、氮氧化(hua)物、揮發性有(you)機物等4項主(zhu)要污染物重點工程減排量分別累計(ji)達(da)到10809噸(dun)、494噸(dun)、6485噸(dun)、1321噸(dun)。節能(neng)減排政(zheng)策(ce)機制更加健全,能(neng)源(yuan)資源(yuan)配置更加合(he)理,重點行業能(neng)源(yuan)利(li)用(yong)效率和(he)主(zhu)要污染物排放控制水(shui)平力爭(zheng)基本達(da)到國際先進水(shui)平,基本建(jian)成綠色轉(zhuan)型發展示范城市。
《實施方案》節能減排重點工程部分提到:實施城鎮綠色節能改造工程,全面提高新建建筑節能標準,實施綠色建筑統一標識制度,加快推進超低能耗、近零能耗、低碳建筑規模化發展。實施城鎮既有建筑和市政基礎設施節能改造專項行動,積極開展建筑屋頂光伏行動,推廣光伏建筑一體化應用。大力發展裝配式建筑,推進裝配式建筑示范城市建設。加快工業余熱供暖發展,引導因地制宜推廣熱泵、燃氣、地熱等清潔低碳取暖方式。

淮南市“十四五”節(jie)能減排實施(shi)方(fang)案
為認真貫徹落實黨中(zhong)央(yang)、國務院關于(yu)碳達峰碳中(zhong)和重(zhong)大決策部署,深(shen)入(ru)實施《安徽省人民(min)政府關于(yu)印發安徽省“十四五”節能(neng)減排實施方(fang)案的(de)通知》(皖(wan)政秘〔2022〕106號),大力推(tui)進節能(neng)減排,深(shen)入(ru)打好污染防治(zhi)攻堅戰,加(jia)快推(tui)進經(jing)濟社會發展全面綠色轉(zhuan)型,結合我市實際(ji),制定本方(fang)案。
一、總體要求
以(yi)習(xi)近平(ping)新時代(dai)中國特色社會主(zhu)義思(si)想(xiang)為(wei)指導,認真貫(guan)徹黨的(de)十(shi)九(jiu)大和(he)十(shi)九(jiu)屆歷次(ci)全會、黨的(de)二(er)十(shi)大精神,深入貫(guan)徹習(xi)近平(ping)生態(tai)文(wen)明思(si)想(xiang),全面落實習(xi)近平(ping)總(zong)書記對安徽作出的(de)系列(lie)重要(yao)講話指示(shi)批示(shi),立足新發(fa)展(zhan)階段,完(wan)整、準(zhun)確、全面貫(guan)徹新發(fa)展(zhan)理(li)念,服務(wu)和(he)融入新發(fa)展(zhan)格局(ju),推動高質量發(fa)展(zhan),全面落實能(neng)源消(xiao)費(fei)強度和(he)總(zong)量雙控(以(yi)下簡稱“能(neng)耗雙控”)、主(zhu)要(yao)污(wu)染(ran)物排(pai)放總(zong)量控制(zhi)制(zhi)度,進一步(bu)完(wan)善(shan)節能(neng)減(jian)(jian)排(pai)政策機制(zhi),組織(zhi)實施節能(neng)減(jian)(jian)排(pai)重點(dian)工程,推動能(neng)源利用效(xiao)率大幅提高、主(zhu)要(yao)污(wu)染(ran)物排(pai)放總(zong)量持續(xu)減(jian)(jian)少,實現減(jian)(jian)污(wu)協同增效(xiao),生態(tai)環境質量持續(xu)改(gai)善(shan),確保(bao)完(wan)成(cheng)省下達的(de)“十(shi)四五”節能(neng)減(jian)(jian)排(pai)目標任務(wu),為(wei)加快建設現代(dai)化(hua)美好(hao)淮南(nan)奠定堅(jian)實基礎(chu)。
二、主要目標
到(dao)2025年,全市單(dan)位生產總值能(neng)耗比2020年下降(jiang)16%,力爭下降(jiang)16.5%。化學需氧(yang)量(liang)、氨氮(dan)、氮(dan)氧(yang)化物、揮發性有機物等4項主(zhu)要污(wu)染(ran)物重點(dian)工(gong)程減(jian)(jian)排量(liang)分別累計達(da)到(dao)10809噸(dun)、494噸(dun)、6485噸(dun)、1321噸(dun)。節(jie)能(neng)減(jian)(jian)排政策機制更加健全,能(neng)源(yuan)資源(yuan)配(pei)置更加合(he)理,重點(dian)行業(ye)能(neng)源(yuan)利用效率和主(zhu)要污(wu)染(ran)物排放控(kong)制水平力爭基本(ben)達(da)到(dao)國際先進水平,基本(ben)建成綠色轉(zhuan)型發展(zhan)示(shi)范(fan)城市。
三、實施節能減排重點工程
(一)重(zhong)點行業(ye)綠(lv)(lv)色升(sheng)級工(gong)程。聚焦(jiao)化(hua)工(gong)、鋼鐵(tie)、電力、建材等(deng)主要耗(hao)能(neng)(neng)(neng)(neng)行業(ye),開展工(gong)業(ye)能(neng)(neng)(neng)(neng)效提(ti)升(sheng)行動,對標(biao)國際先進或行業(ye)標(biao)桿(gan)水(shui)平,分行業(ye)明確能(neng)(neng)(neng)(neng)效提(ti)升(sheng)目標(biao),組(zu)織實(shi)施(shi)重(zhong)點工(gong)作(zuo)舉措(cuo)。持續提(ti)升(sheng)用能(neng)(neng)(neng)(neng)設備系統能(neng)(neng)(neng)(neng)效,推廣高效精餾系統、高溫高壓干(gan)熄焦(jiao)、富氧(yang)強(qiang)化(hua)熔煉等(deng)節能(neng)(neng)(neng)(neng)技術。推動新(xin)型基礎設施(shi)能(neng)(neng)(neng)(neng)效提(ti)升(sheng),培(pei)育綠(lv)(lv)色制造示(shi)范企業(ye)和綠(lv)(lv)色數(shu)據(ju)中(zhong)心。“十(shi)四五(wu)”時期,規(gui)模以上工(gong)業(ye)單(dan)(dan)位增(zeng)加值能(neng)(neng)(neng)(neng)耗(hao)下(xia)降(jiang)15%,萬元工(gong)業(ye)增(zeng)加值用水(shui)量下(xia)降(jiang)16%。(責任單(dan)(dan)位:市(shi)經濟和信(xin)息(xi)化(hua)局,配(pei)合單(dan)(dan)位:市(shi)發(fa)展改革委(wei)(wei)(wei)、市(shi)水(shui)利(li)局、市(shi)數(shu)據(ju)資(zi)源管(guan)理(li)局等(deng),各(ge)縣(xian)(xian)(區)人(ren)(ren)民政(zheng)府、園區管(guan)委(wei)(wei)(wei)會(hui)負責落(luo)實(shi)。以下(xia)均需各(ge)縣(xian)(xian)(區)人(ren)(ren)民政(zheng)府、園區管(guan)委(wei)(wei)(wei)會(hui)落(luo)實(shi),不再列出(chu))
(二)園(yuan)(yuan)區(qu)節(jie)能(neng)(neng)(neng)環(huan)保提升工程。全市(shi)(shi)(shi)(shi)6個(ge)省級以上園(yuan)(yuan)區(qu)全部實(shi)施循環(huan)化(hua)改(gai)造。(責任單位(wei):市(shi)(shi)(shi)(shi)發展改(gai)革(ge)委,配(pei)(pei)合(he)(he)單位(wei):市(shi)(shi)(shi)(shi)經(jing)濟和信息化(hua)局等)推(tui)(tui)動工業園(yuan)(yuan)區(qu)能(neng)(neng)(neng)源(yuan)系統(tong)整體優化(hua),鼓(gu)勵工業企(qi)業、園(yuan)(yuan)區(qu)優先使用(yong)可再生能(neng)(neng)(neng)源(yuan)。推(tui)(tui)進園(yuan)(yuan)區(qu)電(dian)、熱、冷、氣等多(duo)種能(neng)(neng)(neng)源(yuan)協同的綜(zong)合(he)(he)能(neng)(neng)(neng)源(yuan)項(xiang)目建設。(責任單位(wei):市(shi)(shi)(shi)(shi)發展改(gai)革(ge)委,配(pei)(pei)合(he)(he)單位(wei):市(shi)(shi)(shi)(shi)經(jing)濟和信息化(hua)局等)強化(hua)園(yuan)(yuan)區(qu)污(wu)水(shui)處理廠運行(xing)監管,提升園(yuan)(yuan)區(qu)污(wu)水(shui)處理能(neng)(neng)(neng)力。加強固(gu)體廢物、危險廢物貯存(cun)和處置環(huan)境(jing)監管,推(tui)(tui)動揮發性(xing)有機物、電(dian)鍍(du)廢水(shui)及特征(zheng)污(wu)染物集中(zhong)治理等“綠島(dao)”項(xiang)目建設。(責任單位(wei):市(shi)(shi)(shi)(shi)生態環(huan)境(jing)局,配(pei)(pei)合(he)(he)單位(wei):市(shi)(shi)(shi)(shi)發展改(gai)革(ge)委、市(shi)(shi)(shi)(shi)住(zhu)房和城鄉建設局等)
(三(san))城鎮(zhen)綠(lv)色節能(neng)改(gai)造工(gong)程(cheng)。全(quan)面提高新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)節能(neng)標準,實施(shi)綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)統(tong)一(yi)標識制度,加(jia)快(kuai)推(tui)(tui)(tui)進超低(di)能(neng)耗、近零(ling)能(neng)耗、低(di)碳建(jian)(jian)(jian)(jian)筑(zhu)(zhu)規模化(hua)發展(zhan)(zhan)。實施(shi)城鎮(zhen)既有建(jian)(jian)(jian)(jian)筑(zhu)(zhu)和市政基(ji)礎(chu)設施(shi)節能(neng)改(gai)造專項(xiang)行動(dong),積極開展(zhan)(zhan)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)屋頂(ding)光伏(fu)行動(dong),推(tui)(tui)(tui)廣(guang)光伏(fu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)一(yi)體化(hua)應用(yong)。大力(li)發展(zhan)(zhan)裝(zhuang)配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu),推(tui)(tui)(tui)進裝(zhuang)配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)示范城市建(jian)(jian)(jian)(jian)設。加(jia)快(kuai)工(gong)業(ye)余(yu)熱(re)(re)供暖發展(zhan)(zhan),引(yin)導因地(di)制宜(yi)推(tui)(tui)(tui)廣(guang)熱(re)(re)泵、燃氣、地(di)熱(re)(re)等清潔低(di)碳取暖方式。實施(shi)綠(lv)色高效(xiao)制冷(leng)行動(dong),大幅(fu)提升制冷(leng)系統(tong)能(neng)效(xiao)水平。到2025年(nian),城鎮(zhen)新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)全(quan)面執行綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標準,星級綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)占比達到30%以上,城鎮(zhen)新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)中(zhong)裝(zhuang)配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)比例(li)超過30%。新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)公共機(ji)構建(jian)(jian)(jian)(jian)筑(zhu)(zhu)、新(xin)(xin)(xin)建(jian)(jian)(jian)(jian)廠房屋頂(ding)光伏(fu)覆蓋率(lv)力(li)爭(zheng)達到50%。(責任單位(wei)(wei):市住房和城鄉建(jian)(jian)(jian)(jian)設局(ju),配(pei)合單位(wei)(wei):市機(ji)關事務(wu)管(guan)理(li)局(ju)、市發展(zhan)(zhan)改(gai)革委等)
(四)交(jiao)通(tong)物流節能(neng)(neng)減排(pai)(pai)工程。大(da)力發(fa)展智能(neng)(neng)交(jiao)通(tong),積極運(yun)用(yong)大(da)數據(ju)優化(hua)運(yun)輸組織模式。加快貨物運(yun)輸“公轉鐵”“公轉水”,持續推進多式聯運(yun)示范工程創(chuang)建。到2025年,新(xin)(xin)增(zeng)及(ji)(ji)更新(xin)(xin)城市(shi)(shi)(shi)公交(jiao)新(xin)(xin)能(neng)(neng)源(yuan)及(ji)(ji)清潔能(neng)(neng)源(yuan)車(che)輛(liang)比例超(chao)(chao)過80%。(責(ze)任單(dan)位:市(shi)(shi)(shi)交(jiao)通(tong)運(yun)輸局(ju),配合單(dan)位:市(shi)(shi)(shi)發(fa)展改革委、市(shi)(shi)(shi)公安局(ju)、市(shi)(shi)(shi)生(sheng)態環(huan)境(jing)局(ju)等)全(quan)面(mian)實(shi)施輕型車(che)和重型車(che)國(guo)六(liu)B排(pai)(pai)放標(biao)準,到2025年,新(xin)(xin)能(neng)(neng)源(yuan)和國(guo)六(liu)標(biao)準貨車(che)保有量(liang)(liang)占比力爭達(da)到40%,柴油貨車(che)氮氧(yang)化(hua)物排(pai)(pai)放量(liang)(liang)下降12%左右。(責(ze)任單(dan)位:市(shi)(shi)(shi)生(sheng)態環(huan)境(jing)局(ju),配合單(dan)位:市(shi)(shi)(shi)交(jiao)通(tong)運(yun)輸局(ju)等)提(ti)高城市(shi)(shi)(shi)寄遞物流車(che)輛(liang)使用(yong)新(xin)(xin)能(neng)(neng)源(yuan)車(che)比例,到2025年,新(xin)(xin)增(zeng)城市(shi)(shi)(shi)物流配送車(che)輛(liang)新(xin)(xin)能(neng)(neng)源(yuan)比例超(chao)(chao)過50%。(責(ze)任單(dan)位:市(shi)(shi)(shi)郵政管理局(ju))
(五)農(nong)(nong)業農(nong)(nong)村節(jie)能(neng)減排工程。因地(di)制(zhi)宜發(fa)展農(nong)(nong)村沼氣(qi),建(jian)(jian)設規(gui)模化(hua)(hua)沼氣(qi)、生(sheng)(sheng)物(wu)(wu)天然(ran)氣(qi)工程。強化(hua)(hua)農(nong)(nong)業面(mian)源(yuan)污染防(fang)治(zhi),實施秸稈(gan)和畜禽養殖廢棄物(wu)(wu)資源(yuan)化(hua)(hua)利(li)用(yong)提升五年(nian)行動(dong)計(ji)劃,建(jian)(jian)立健全(quan)農(nong)(nong)藥包裝廢棄物(wu)(wu)、農(nong)(nong)膜回收利(li)用(yong)體系(xi)。加(jia)快(kuai)推進(jin)以縣(區)為單(dan)(dan)元的(de)農(nong)(nong)村生(sheng)(sheng)活污水治(zhi)理(li)統(tong)一管理(li)。加(jia)快(kuai)畜禽規(gui)模養殖場(chang)(小區)標準化(hua)(hua)改造(zao)和建(jian)(jian)設。整治(zhi)提升農(nong)(nong)村人(ren)居環(huan)境(jing),提高農(nong)(nong)村污水垃圾處理(li)能(neng)力,全(quan)面(mian)消除農(nong)(nong)村黑臭水體。到(dao)2025年(nian),農(nong)(nong)村生(sheng)(sheng)活污水治(zhi)理(li)率達(da)30%以上,農(nong)(nong)村生(sheng)(sheng)活垃圾無害化(hua)(hua)處理(li)率達(da)85%,秸稈(gan)綜合利(li)用(yong)率達(da)95%,主要農(nong)(nong)作物(wu)(wu)化(hua)(hua)肥(fei)、農(nong)(nong)藥利(li)用(yong)率均達(da)到(dao)43%以上,畜禽糞污綜合利(li)用(yong)率達(da)到(dao)95%以上,綠(lv)色防(fang)控、統(tong)防(fang)統(tong)治(zhi)覆蓋率分別達(da)到(dao)60%、50%。(責任單(dan)(dan)位:市農(nong)(nong)業農(nong)(nong)村局(ju),配合單(dan)(dan)位:市住房和城鄉建(jian)(jian)設局(ju)、市生(sheng)(sheng)態環(huan)境(jing)局(ju)、市發(fa)展改革委等)
(六)公共(gong)機(ji)(ji)(ji)構(gou)能(neng)效提(ti)升工程(cheng)。加快(kuai)公共(gong)機(ji)(ji)(ji)構(gou)既有建筑圍護結構(gou)、供熱、制冷、照(zhao)明等(deng)設施設備節能(neng)改造,鼓勵(li)公共(gong)機(ji)(ji)(ji)構(gou)采用(yong)(yong)(yong)能(neng)源(yuan)費用(yong)(yong)(yong)托管(guan)等(deng)合(he)同能(neng)源(yuan)管(guan)理(li)(li)模式。全市(shi)公共(gong)機(ji)(ji)(ji)構(gou)應示范帶(dai)頭使(shi)用(yong)(yong)(yong)新(xin)能(neng)源(yuan)汽車,新(xin)增或更新(xin)公務用(yong)(yong)(yong)車時,在符合(he)公務用(yong)(yong)(yong)車標準并滿足單(dan)(dan)位需(xu)求的前提(ti)下,除特殊地理(li)(li)環(huan)境、特殊用(yong)(yong)(yong)途等(deng)因素外,原(yuan)則上應購置(zhi)新(xin)能(neng)源(yuan)汽車。推行能(neng)耗定額管(guan)理(li)(li),全面(mian)開展節約型機(ji)(ji)(ji)關(guan)(guan)創建行動,到(dao)2022年(nian)(nian),90%的市(shi)級和70%的縣級黨政機(ji)(ji)(ji)關(guan)(guan)達到(dao)創建標準。到(dao)2025年(nian)(nian),全市(shi)公共(gong)機(ji)(ji)(ji)構(gou)實施超(chao)過8個合(he)同能(neng)源(yuan)管(guan)理(li)(li)項目。(責任單(dan)(dan)位:市(shi)機(ji)(ji)(ji)關(guan)(guan)事務管(guan)理(li)(li)局)
(七)煤(mei)(mei)炭(tan)減(jian)量(liang)替(ti)代和(he)(he)清潔(jie)高效利用(yong)工(gong)(gong)程。嚴(yan)格合理控制煤(mei)(mei)炭(tan)消費(fei)增長,新、改(gai)、擴建用(yong)煤(mei)(mei)項(xiang)目(mu)實(shi)(shi)施(shi)煤(mei)(mei)炭(tan)消費(fei)等量(liang)或減(jian)量(liang)替(ti)代。重(zhong)點(dian)削減(jian)非電(dian)(dian)(dian)(dian)力(li)用(yong)煤(mei)(mei),將減(jian)煤(mei)(mei)目(mu)標按年(nian)度(du)分(fen)解落實(shi)(shi)到重(zhong)點(dian)耗(hao)煤(mei)(mei)企(qi)業,實(shi)(shi)施(shi)“一企(qi)一策”減(jian)煤(mei)(mei)診斷。(責任單(dan)位:市(shi)發(fa)展改(gai)革委,配合單(dan)位:市(shi)經(jing)濟和(he)(he)信息(xi)化局(ju)等)推動煤(mei)(mei)電(dian)(dian)(dian)(dian)行業實(shi)(shi)施(shi)節(jie)能降耗(hao)改(gai)造、供(gong)熱(re)改(gai)造和(he)(he)靈活性改(gai)造“三改(gai)聯(lian)動”。加(jia)快(kuai)供(gong)熱(re)管網建設,淘汰管網覆蓋(gai)范圍(wei)內的燃煤(mei)(mei)鍋爐和(he)(he)散煤(mei)(mei)。到2025年(nian),火電(dian)(dian)(dian)(dian)平均供(gong)電(dian)(dian)(dian)(dian)煤(mei)(mei)耗(hao)降至300克標煤(mei)(mei)/千瓦時,散煤(mei)(mei)基本(ben)清零。(責任單(dan)位:市(shi)發(fa)展改(gai)革委,配合單(dan)位:市(shi)住房和(he)(he)城(cheng)鄉建設局(ju)、市(shi)生態環境(jing)局(ju)等)以燃料類(lei)煤(mei)(mei)氣發(fa)生爐、燃煤(mei)(mei)熱(re)風爐、加(jia)熱(re)爐、熱(re)處(chu)理爐、干燥爐(窯)以及(ji)建材(cai)行業為(wei)重(zhong)點(dian),實(shi)(shi)施(shi)清潔(jie)電(dian)(dian)(dian)(dian)力(li)和(he)(he)天然氣替(ti)代。持續推進以煤(mei)(mei)為(wei)燃料的工(gong)(gong)業窯爐清潔(jie)燃料替(ti)代改(gai)造。(責任單(dan)位:市(shi)生態環境(jing)局(ju),配合單(dan)位:市(shi)經(jing)濟和(he)(he)信息(xi)化局(ju)、市(shi)發(fa)展改(gai)革委等)
(八)可再生(sheng)(sheng)能源(yuan)替代工程(cheng)。堅持(chi)集中式(shi)與分布式(shi)建設并舉(ju),因地制宜建設集中式(shi)光(guang)伏(fu)發(fa)電項目(mu)(mu),推(tui)(tui)動整縣(區(qu))屋頂分布式(shi)光(guang)伏(fu)發(fa)電試點工作(zuo)。有序推(tui)(tui)進風電項目(mu)(mu)建設,大力推(tui)(tui)進風光(guang)儲一體(ti)化(hua)(hua)建設。多元高效利用生(sheng)(sheng)物質能,推(tui)(tui)進農林生(sheng)(sheng)物質熱(re)電聯產項目(mu)(mu)新建和供熱(re)改造(zao),合(he)理規(gui)劃(hua)城(cheng)鎮生(sheng)(sheng)活垃圾焚燒發(fa)電項目(mu)(mu),統籌布局(ju)(ju)生(sheng)(sheng)物燃料(liao)乙(yi)醇項目(mu)(mu),適度發(fa)展先進生(sheng)(sheng)物質液體(ti)燃料(liao)。到2025年,非化(hua)(hua)石能源(yuan)占能源(yuan)消費(fei)總量比(bi)重進一步(bu)提升。(責(ze)任單位:市(shi)發(fa)展改革委,配合(he)單位:市(shi)自然資(zi)源(yuan)和規(gui)劃(hua)局(ju)(ju)、市(shi)生(sheng)(sheng)態環(huan)境局(ju)(ju)、市(shi)住房和城(cheng)鄉建設局(ju)(ju)、市(shi)城(cheng)市(shi)管理行政(zheng)執(zhi)法局(ju)(ju)等)

(二)健全污(wu)染物排(pai)(pai)放總量(liang)控制制度。推進實施減(jian)(jian)(jian)排(pai)(pai)重(zhong)(zhong)點工程(cheng),優(you)化總量(liang)減(jian)(jian)(jian)排(pai)(pai)指標分解方(fang)式,統籌考慮各地生(sheng)態環(huan)境質量(liang)改善(shan)要求和減(jian)(jian)(jian)排(pai)(pai)潛力(li),綜合確定減(jian)(jian)(jian)排(pai)(pai)目標。生(sheng)態環(huan)境質量(liang)改善(shan)任務重(zhong)(zhong)、減(jian)(jian)(jian)排(pai)(pai)空(kong)間大(da)的(de)地方(fang)承擔(dan)相對較多的(de)減(jian)(jian)(jian)排(pai)(pai)任務。加強(qiang)總量(liang)減(jian)(jian)(jian)排(pai)(pai)與排(pai)(pai)污(wu)許可(ke)、環(huan)境影響評(ping)價審批等制度銜接,提升總量(liang)減(jian)(jian)(jian)排(pai)(pai)核算信(xin)息化水平。強(qiang)化總量(liang)減(jian)(jian)(jian)排(pai)(pai)監督管理(li),重(zhong)(zhong)點核查重(zhong)(zhong)復計算、弄(nong)虛作假特別(bie)是不(bu)如實填(tian)報(bao)削減(jian)(jian)(jian)量(liang)和削減(jian)(jian)(jian)來源等問(wen)題。(責任單位:市(shi)生(sheng)態環(huan)境局(ju))
(三)堅(jian)決遏制高(gao)耗(hao)(hao)能(neng)高(gao)排(pai)(pai)放項目(mu)(mu)(mu)(mu)盲目(mu)(mu)(mu)(mu)發(fa)展(zhan)(zhan)。嚴(yan)格(ge)執(zhi)行(xing)安徽省(sheng)高(gao)耗(hao)(hao)能(neng)高(gao)排(pai)(pai)放(以下簡稱“兩高(gao)”)項目(mu)(mu)(mu)(mu)目(mu)(mu)(mu)(mu)錄,全面排(pai)(pai)查在建(jian)(jian)(jian)、擬建(jian)(jian)(jian)、存量(liang)“兩高(gao)”項目(mu)(mu)(mu)(mu),實(shi)施清單(dan)(dan)管理、分類處置(zhi)、動(dong)態監控。嚴(yan)格(ge)控制新增(zeng)“兩高(gao)”項目(mu)(mu)(mu)(mu)審批,認真分析評(ping)估擬建(jian)(jian)(jian)項目(mu)(mu)(mu)(mu)必要性、可(ke)行(xing)性和(he)對產(chan)業(ye)高(gao)質(zhi)(zhi)量(liang)發(fa)展(zhan)(zhan)、能(neng)耗(hao)(hao)雙控、碳排(pai)(pai)放和(he)環境質(zhi)(zhi)量(liang)的影響,嚴(yan)格(ge)審查項目(mu)(mu)(mu)(mu)是否(fou)符(fu)合產(chan)業(ye)政策、產(chan)業(ye)規劃、“三線一單(dan)(dan)”、規劃環評(ping)要求,是否(fou)依法(fa)依規落實(shi)產(chan)能(neng)置(zhi)換(huan)、能(neng)耗(hao)(hao)置(zhi)換(huan)、煤(mei)炭消(xiao)費減(jian)量(liang)替代、污染(ran)物排(pai)(pai)放區域削減(jian)等(deng)要求。對已(yi)建(jian)(jian)(jian)成投產(chan)的存量(liang)“兩高(gao)”項目(mu)(mu)(mu)(mu),有節(jie)能(neng)減(jian)排(pai)(pai)潛力的加快改(gai)造升級,屬于落后產(chan)能(neng)的加快淘(tao)汰。(責任單(dan)(dan)位:市(shi)(shi)(shi)發(fa)展(zhan)(zhan)改(gai)革委(wei),配合單(dan)(dan)位:市(shi)(shi)(shi)生態環境局(ju)、市(shi)(shi)(shi)經濟和(he)信息化局(ju)、市(shi)(shi)(shi)自然資源和(he)規劃局(ju)、市(shi)(shi)(shi)水利局(ju)等(deng))
