近(jin)日(ri),工業(ye)(ye)和信息(xi)化(hua)部、國家發(fa)展改革委、財政部、中國人(ren)民銀行(xing)、稅(shui)務總(zong)局(ju)、市(shi)場監(jian)管(guan)總(zong)局(ju)、金(jin)融(rong)監(jian)管(guan)總(zong)局(ju)等七部門聯合印(yin)發(fa)了《推動(dong)工業(ye)(ye)領域設備更(geng)新實施方(fang)案》(以下簡(jian)稱《方(fang)案》)。《方案》指出,到2027年,工(gong)(gong)(gong)業(ye)(ye)(ye)領域(yu)設(she)備投資規(gui)模(mo)較(jiao)2023年增(zeng)長25%以上(shang),規(gui)模(mo)以上(shang)工(gong)(gong)(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)數字化(hua)研發設(she)計(ji)工(gong)(gong)(gong)具普及率(lv)、關鍵工(gong)(gong)(gong)序(xu)數控化(hua)率(lv)分別(bie)超過90%、75%,工(gong)(gong)(gong)業(ye)(ye)(ye)大省大市和重點園區(qu)規(gui)上(shang)工(gong)(gong)(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)數字化(hua)改造全(quan)覆蓋,重點行業(ye)(ye)(ye)能(neng)(neng)效基準水平(ping)以下產能(neng)(neng)基本退出、主(zhu)要用(yong)能(neng)(neng)設(she)備能(neng)(neng)效基本達到節能(neng)(neng)水平(ping),本質安全(quan)水平(ping)明(ming)顯提升,創新產品加快推廣應用(yong),先進產能(neng)(neng)比重持續提高。為推動工業領(ling)域設備更新,《方案》提出四(si)大重點任(ren)務,共十二(er)項內容(rong)。1.加(jia)(jia)快(kuai)落(luo)后(hou)低效(xiao)設(she)(she)備(bei)替代。針(zhen)對工業(ye)(ye)母機(ji)(ji)、農機(ji)(ji)、工程機(ji)(ji)械、電動(dong)自行(xing)(xing)(xing)車等(deng)(deng)生產設(she)(she)備(bei)整(zheng)體處于(yu)中低水(shui)平(ping)的行(xing)(xing)(xing)業(ye)(ye),加(jia)(jia)快(kuai)淘(tao)汰落(luo)后(hou)低效(xiao)設(she)(she)備(bei)、超(chao)期服役老舊(jiu)設(she)(she)備(bei)。重點推動(dong)工業(ye)(ye)母機(ji)(ji)行(xing)(xing)(xing)業(ye)(ye)更(geng)新服役超(chao)過10年的機(ji)(ji)床等(deng)(deng);農機(ji)(ji)行(xing)(xing)(xing)業(ye)(ye)更(geng)新柔性剪切、成型(xing)、焊接、制造(zao)生產技術及(ji)裝(zhuang)備(bei)等(deng)(deng);工程機(ji)(ji)械行(xing)(xing)(xing)業(ye)(ye)更(geng)新油壓機(ji)(ji)、折彎機(ji)(ji)、工藝陳舊(jiu)產線(xian)和在線(xian)檢測(ce)裝(zhuang)備(bei)等(deng)(deng);儀器(qi)儀表行(xing)(xing)(xing)業(ye)(ye)更(geng)新數控加(jia)(jia)工裝(zhuang)備(bei)、檢定裝(zhuang)備(bei)等(deng)(deng);紡(fang)(fang)織行(xing)(xing)(xing)業(ye)(ye)更(geng)新轉杯紡(fang)(fang)紗機(ji)(ji)等(deng)(deng)短流程紡(fang)(fang)織設(she)(she)備(bei),細紗機(ji)(ji)、自動(dong)絡筒機(ji)(ji)等(deng)(deng)棉紡(fang)(fang)設(she)(she)備(bei);電動(dong)自行(xing)(xing)(xing)車行(xing)(xing)(xing)業(ye)(ye)更(geng)新自動(dong)焊接機(ji)(ji)器(qi)人、自動(dong)化噴涂和烘干設(she)(she)備(bei)、電動(dong)或(huo)氣動(dong)裝(zhuang)配設(she)(she)備(bei)、絕緣耐壓測(ce)試(shi)儀、循環充放(fang)電測(ce)試(shi)儀等(deng)(deng)。2.更新升(sheng)級高(gao)(gao)(gao)端先(xian)(xian)(xian)進(jin)設(she)備(bei)(bei)。針對航空、光(guang)伏、動(dong)(dong)力電(dian)池、生(sheng)物發(fa)(fa)酵等生(sheng)產設(she)備(bei)(bei)整體處于中(zhong)高(gao)(gao)(gao)水(shui)平的(de)行(xing)(xing)業,鼓(gu)勵企業更新一批高(gao)(gao)(gao)技術、高(gao)(gao)(gao)效率(lv)、高(gao)(gao)(gao)可靠性的(de)先(xian)(xian)(xian)進(jin)設(she)備(bei)(bei)。重點推動(dong)(dong)航空行(xing)(xing)業全面(mian)開展大(da)(da)飛機(ji)、大(da)(da)型(xing)水(shui)陸(lu)兩棲飛機(ji)及航空發(fa)(fa)動(dong)(dong)機(ji)總裝集成(cheng)能力、供(gong)應鏈配套能力等建設(she);光(guang)伏行(xing)(xing)業更新大(da)(da)熱場(chang)單晶爐、高(gao)(gao)(gao)線速小軸(zhou)距(ju)多(duo)線切割機(ji)、多(duo)合一鍍膜設(she)備(bei)(bei)、大(da)(da)尺寸多(duo)主(zhu)柵組(zu)件串焊(han)機(ji)等先(xian)(xian)(xian)進(jin)設(she)備(bei)(bei);動(dong)(dong)力電(dian)池行(xing)(xing)業生(sheng)產設(she)備(bei)(bei)向高(gao)(gao)(gao)精度(du)、高(gao)(gao)(gao)速度(du)、高(gao)(gao)(gao)可靠性升(sheng)級,重點更新超(chao)聲波(bo)焊(han)接機(ji)、激光(guang)焊(han)接機(ji)、注(zhu)液機(ji)、分容(rong)柜等設(she)備(bei)(bei);生(sheng)物發(fa)(fa)酵行(xing)(xing)業實施萃取提(ti)取工藝技改,更新蒸發(fa)(fa)器、離心機(ji)、新型(xing)干燥(zao)系統、連續離子交(jiao)換設(she)備(bei)(bei)等。3.更(geng)新(xin)(xin)(xin)升級(ji)試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)檢測(ce)(ce)(ce)設(she)備(bei)(bei)。在(zai)石化(hua)化(hua)工(gong)(gong)、醫藥(yao)、船(chuan)舶、電子等重(zhong)點行(xing)業,圍繞設(she)計(ji)驗(yan)(yan)(yan)(yan)證(zheng)(zheng)、測(ce)(ce)(ce)試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)證(zheng)(zheng)、工(gong)(gong)藝驗(yan)(yan)(yan)(yan)證(zheng)(zheng)等中試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)證(zheng)(zheng)和檢驗(yan)(yan)(yan)(yan)檢測(ce)(ce)(ce)環(huan)(huan)節(jie)(jie),更(geng)新(xin)(xin)(xin)一批先進(jin)設(she)備(bei)(bei),提升工(gong)(gong)程化(hua)和產業化(hua)能(neng)力。重(zhong)點推動(dong)設(she)計(ji)驗(yan)(yan)(yan)(yan)證(zheng)(zheng)環(huan)(huan)節(jie)(jie)更(geng)新(xin)(xin)(xin)模型(xing)制造設(she)備(bei)(bei)、實驗(yan)(yan)(yan)(yan)分析儀器(qi)等先進(jin)設(she)備(bei)(bei);測(ce)(ce)(ce)試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)證(zheng)(zheng)環(huan)(huan)節(jie)(jie)更(geng)新(xin)(xin)(xin)機械測(ce)(ce)(ce)試(shi)(shi)(shi)、光(guang)學測(ce)(ce)(ce)試(shi)(shi)(shi)、環(huan)(huan)境測(ce)(ce)(ce)試(shi)(shi)(shi)等測(ce)(ce)(ce)試(shi)(shi)(shi)儀器(qi);工(gong)(gong)藝驗(yan)(yan)(yan)(yan)證(zheng)(zheng)環(huan)(huan)節(jie)(jie)更(geng)新(xin)(xin)(xin)環(huan)(huan)境適應性試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)、可靠(kao)性試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)、工(gong)(gong)藝驗(yan)(yan)(yan)(yan)證(zheng)(zheng)試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)、安(an)規試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)等試(shi)(shi)(shi)驗(yan)(yan)(yan)(yan)專(zhuan)用設(she)備(bei)(bei),以及專(zhuan)用制樣、材料加(jia)工(gong)(gong)、電子組裝(zhuang)(zhuang)、機械加(jia)工(gong)(gong)等樣品制備(bei)(bei)和試(shi)(shi)(shi)生(sheng)產裝(zhuang)(zhuang)備(bei)(bei);檢驗(yan)(yan)(yan)(yan)檢測(ce)(ce)(ce)環(huan)(huan)節(jie)(jie)更(geng)新(xin)(xin)(xin)電子測(ce)(ce)(ce)量(liang)、無損檢測(ce)(ce)(ce)、智能(neng)檢測(ce)(ce)(ce)等儀器(qi)設(she)備(bei)(bei)。4.推(tui)(tui)(tui)廣應用(yong)(yong)智(zhi)(zhi)能制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)。以生(sheng)產作業(ye)、倉(cang)儲物(wu)流(liu)、質(zhi)量(liang)管(guan)控等(deng)環節改(gai)造(zao)(zao)(zao)為重點,推(tui)(tui)(tui)動(dong)數控機(ji)床與(yu)(yu)基礎制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、增材制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、工(gong)業(ye)機(ji)器人、工(gong)業(ye)控制(zhi)(zhi)(zhi)(zhi)(zhi)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、智(zhi)(zhi)能物(wu)流(liu)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、傳(chuan)感(gan)與(yu)(yu)檢測裝(zhuang)(zhuang)(zhuang)備(bei)(bei)等(deng)通(tong)用(yong)(yong)智(zhi)(zhi)能制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)更(geng)新(xin)(xin)(xin)(xin)。重點推(tui)(tui)(tui)動(dong)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)業(ye)更(geng)新(xin)(xin)(xin)(xin)面(mian)向(xiang)特定場景的(de)智(zhi)(zhi)能成套生(sheng)產線和柔性(xing)生(sheng)產單(dan)元;電(dian)子(zi)信息(xi)制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)業(ye)推(tui)(tui)(tui)進(jin)電(dian)子(zi)產品專用(yong)(yong)智(zhi)(zhi)能制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)與(yu)(yu)自動(dong)化(hua)裝(zhuang)(zhuang)(zhuang)配線集成應用(yong)(yong);原材料制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)業(ye)加快無(wu)人運輸(shu)車輛(liang)等(deng)新(xin)(xin)(xin)(xin)型智(zhi)(zhi)能裝(zhuang)(zhuang)(zhuang)備(bei)(bei)部署應用(yong)(yong),推(tui)(tui)(tui)進(jin)催化(hua)裂化(hua)、冶煉(lian)等(deng)重大工(gong)藝裝(zhuang)(zhuang)(zhuang)備(bei)(bei)智(zhi)(zhi)能化(hua)改(gai)造(zao)(zao)(zao)升級;消費品制(zhi)(zhi)(zhi)(zhi)(zhi)造(zao)(zao)(zao)業(ye)推(tui)(tui)(tui)廣面(mian)向(xiang)柔性(xing)生(sheng)產、個性(xing)化(hua)定制(zhi)(zhi)(zhi)(zhi)(zhi)等(deng)新(xin)(xin)(xin)(xin)模式智(zhi)(zhi)能裝(zhuang)(zhuang)(zhuang)備(bei)(bei)。5.加(jia)快(kuai)建設智能工(gong)廠(chang)。加(jia)快(kuai)新一代信(xin)息技(ji)術(shu)與(yu)制(zhi)造(zao)(zao)全過程(cheng)、全要(yao)素深度(du)融合,推進(jin)制(zhi)造(zao)(zao)技(ji)術(shu)突破(po)、工(gong)藝(yi)創新、精益管理(li)、業(ye)務流(liu)程(cheng)再造(zao)(zao)。推動(dong)人工(gong)智能、第(di)五代移動(dong)通(tong)信(xin)(5G)、邊緣計算等新技(ji)術(shu)在(zai)制(zhi)造(zao)(zao)環(huan)節深度(du)應(ying)用,形成一批虛擬試(shi)驗與(yu)調試(shi)、工(gong)藝(yi)數字(zi)化(hua)設計、智能在(zai)線檢測(ce)等典(dian)型場景(jing)。推動(dong)設備聯網(wang)和生(sheng)(sheng)(sheng)產環(huan)節數字(zi)化(hua)鏈接,實現(xian)生(sheng)(sheng)(sheng)產數據貫(guan)通(tong)化(hua)、制(zhi)造(zao)(zao)柔(rou)性(xing)化(hua)和管理(li)智能化(hua),打造(zao)(zao)數字(zi)化(hua)車(che)間。圍繞生(sheng)(sheng)(sheng)產、管理(li)、服務等制(zhi)造(zao)(zao)全過程(cheng)開展智能化(hua)升級,優化(hua)組織結構和業(ye)務流(liu)程(cheng),打造(zao)(zao)智能工(gong)廠(chang)。充分發揮(hui)工(gong)業(ye)互聯網(wang)標識(shi)解(jie)析體系作用,引導龍頭企業(ye)帶動(dong)上下游企業(ye)同(tong)步改(gai)造(zao)(zao),打造(zao)(zao)智慧供應(ying)鏈。6.加(jia)強數字基礎設施(shi)建(jian)設。加(jia)快工(gong)(gong)業互聯網、物聯網、5G、千(qian)兆光網等新型(xing)網絡基礎設施(shi)規模化部署(shu)(shu),鼓勵工(gong)(gong)業企(qi)(qi)業內外網改造(zao)。構建(jian)工(gong)(gong)業基礎算(suan)力(li)資源(yuan)和應用能力(li)融合體系,加(jia)快部署(shu)(shu)工(gong)(gong)業邊緣數據(ju)中(zhong)心,建(jian)設面向(xiang)特定(ding)場景的邊緣計算(suan)設施(shi),推動(dong)“云邊端”算(suan)力(li)協同發(fa)展。加(jia)大高性能智算(suan)供(gong)給(gei),在算(suan)力(li)樞紐(niu)節點建(jian)設智算(suan)中(zhong)心。鼓勵大型(xing)集團企(qi)(qi)業、工(gong)(gong)業園區建(jian)立(li)各具特色(se)的工(gong)(gong)業互聯網平臺。7.加快生產(chan)設備(bei)綠色(se)化改(gai)造(zao)。推動重點(dian)用(yong)能(neng)行業(ye)(ye)、重點(dian)環(huan)節(jie)推廣應用(yong)節(jie)能(neng)環(huan)保(bao)綠色(se)裝(zhuang)備(bei)。鋼鐵行業(ye)(ye)加快對現有(you)高爐(lu)、轉(zhuan)爐(lu)、電爐(lu)等(deng)全流程開展超低排放改(gai)造(zao),爭創(chuang)環(huan)保(bao)績(ji)效A級;建材行業(ye)(ye)以現有(you)水(shui)泥、玻璃(li)、建筑衛生陶瓷(ci)、玻璃(li)纖維等(deng)領域減污降碳、節(jie)能(neng)降耗(hao)為重點(dian),改(gai)造(zao)提升原料制備(bei)、窯爐(lu)控(kong)制、粉磨(mo)破(po)碎等(deng)相關裝(zhuang)備(bei)和(he)技術;有(you)色(se)金(jin)屬(shu)行業(ye)(ye)加快高效穩定鋁電解、綠色(se)環(huan)保(bao)銅冶(ye)煉、再生金(jin)屬(shu)冶(ye)煉等(deng)綠色(se)高效環(huan)保(bao)裝(zhuang)備(bei)更(geng)新(xin)改(gai)造(zao);家電等(deng)重點(dian)輕工行業(ye)(ye)加快二級及(ji)以上(shang)高能(neng)效設備(bei)更(geng)新(xin)。8.推動重(zhong)(zhong)點用(yong)能(neng)(neng)(neng)(neng)設備(bei)能(neng)(neng)(neng)(neng)效(xiao)升級。對照《重(zhong)(zhong)點用(yong)能(neng)(neng)(neng)(neng)產品設備(bei)能(neng)(neng)(neng)(neng)效(xiao)先進水(shui)(shui)平(ping)、節(jie)能(neng)(neng)(neng)(neng)水(shui)(shui)平(ping)和準入水(shui)(shui)平(ping)(2024年版(ban))》,以能(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)平(ping)提升為重(zhong)(zhong)點,推動工(gong)業等各(ge)領(ling)域鍋爐、電(dian)機、變壓(ya)(ya)器(qi)、制冷供(gong)熱空壓(ya)(ya)機、換(huan)熱器(qi)、泵等重(zhong)(zhong)點用(yong)能(neng)(neng)(neng)(neng)設備(bei)更(geng)新(xin)換(huan)代,推廣應(ying)用(yong)能(neng)(neng)(neng)(neng)效(xiao)二級及(ji)以上(shang)節(jie)能(neng)(neng)(neng)(neng)設備(bei)。9.加快應用(yong)(yong)(yong)固廢(fei)(fei)處理(li)和節水(shui)設備。以(yi)主(zhu)要(yao)工(gong)(gong)業(ye)固廢(fei)(fei)產生(sheng)行業(ye)為重點,更(geng)新(xin)改造(zao)工(gong)(gong)業(ye)固廢(fei)(fei)產生(sheng)量偏高的工(gong)(gong)藝,升級工(gong)(gong)業(ye)固廢(fei)(fei)和再(zai)生(sheng)資(zi)源(yuan)綜合利(li)(li)(li)用(yong)(yong)(yong)設備設施,提(ti)升工(gong)(gong)業(ye)資(zi)源(yuan)節約(yue)集約(yue)利(li)(li)(li)用(yong)(yong)(yong)水(shui)平(ping)。面向石化(hua)化(hua)工(gong)(gong)、鋼(gang)鐵(tie)、建材(cai)、紡織、造(zao)紙(zhi)、皮革(ge)、食品等已(yi)出臺取(用(yong)(yong)(yong))水(shui)定額國家標準的行業(ye),推(tui)進工(gong)(gong)業(ye)節水(shui)和廢(fei)(fei)水(shui)循(xun)(xun)環(huan)利(li)(li)(li)用(yong)(yong)(yong),改造(zao)工(gong)(gong)業(ye)冷(leng)卻(que)循(xun)(xun)環(huan)系(xi)統(tong)和廢(fei)(fei)水(shui)處理(li)回用(yong)(yong)(yong)等系(xi)統(tong),更(geng)新(xin)一(yi)批冷(leng)卻(que)塔等設備。四(si)是(shi)實施本質安全水平提升(sheng)行(xing)動(dong)。10.推(tui)動石化(hua)(hua)化(hua)(hua)工(gong)老(lao)舊裝置安全(quan)(quan)改(gai)造(zao)。推(tui)廣應(ying)用連(lian)續化(hua)(hua)、微反(fan)應(ying)、超(chao)重力反(fan)應(ying)等工(gong)藝技術(shu),反(fan)應(ying)器(qi)優化(hua)(hua)控制、機泵預測性維護等數字(zi)化(hua)(hua)技術(shu),更新老(lao)舊煤(mei)氣化(hua)(hua)爐、反(fan)應(ying)器(qi)(釜(fu))、精餾塔(ta)、機泵、換熱器(qi)、儲罐(guan)等設(she)備(bei)(bei)。妥善化(hua)(hua)解老(lao)舊裝置工(gong)藝風(feng)險大、動設(she)備(bei)(bei)故(gu)障率高、靜設(she)備(bei)(bei)易泄漏等安全(quan)(quan)風(feng)險,提(ti)升行業(ye)本質安全(quan)(quan)水平(ping)。11.提升民爆行業本質安(an)全水平。以(yi)推動工(gong)業炸藥(yao)、工(gong)業電子雷管(guan)生(sheng)產(chan)線(xian)技術(shu)升級(ji)改(gai)造為重(zhong)點(dian),以(yi)危(wei)險作業崗位無人(ren)化為目標,實施“機械化換(huan)人(ren)、自動化減人(ren)”和“機器人(ren)替(ti)人(ren)”工(gong)程(cheng),加大(da)安(an)全技術(shu)和裝(zhuang)(zhuang)備推廣應用力度。重(zhong)點(dian)對(dui)工(gong)業炸藥(yao)固定生(sheng)產(chan)線(xian)、現場混(hun)裝(zhuang)(zhuang)炸藥(yao)生(sheng)產(chan)點(dian)及(ji)現場混(hun)裝(zhuang)(zhuang)炸藥(yao)車、雷管(guan)裝(zhuang)(zhuang)填(tian)裝(zhuang)(zhuang)配生(sheng)產(chan)線(xian)等升級(ji)改(gai)造。12.推廣應用先進適用安全裝備。加大安全裝備在重點領域推廣應用,在全社會層面推動安全應急監測預警、消防系統與裝備、安全應急智能化裝備、個體防護裝備等升級改造與配備。圍繞工業生產安全事故、地震地質災害、洪水災害、城市內澇災害、城市特殊場景火災、森林草原火災、緊急生命救護、社區家庭安全應急等重點場景,推廣應用先進可靠安全裝備。
