工信部等七部門聯合印發:推動新技術在制造環節深度應用

近日,工業(ye)和信息化部(bu)(bu)、國家發展改(gai)革委、財政部(bu)(bu)、中國人民銀行、稅務總(zong)局、市場監管總(zong)局、金(jin)融監管總(zong)局等七部(bu)(bu)門(men)聯(lian)合印發了《推動工業(ye)領域設備(bei)更新實施方(fang)案》(以下簡稱《方(fang)案》)。《方(fang)案(an)》指出(chu),到2027年,工(gong)業(ye)(ye)領域設(she)(she)備(bei)投(tou)資規模(mo)較(jiao)2023年增(zeng)長(chang)25%以(yi)上(shang),規模(mo)以(yi)上(shang)工(gong)業(ye)(ye)企業(ye)(ye)數字化(hua)研發設(she)(she)計工(gong)具(ju)普及率、關鍵工(gong)序數控化(hua)率分別超過90%、75%,工(gong)業(ye)(ye)大省大市和重(zhong)點(dian)(dian)園(yuan)區規上(shang)工(gong)業(ye)(ye)企業(ye)(ye)數字化(hua)改造全覆蓋,重(zhong)點(dian)(dian)行業(ye)(ye)能(neng)(neng)效基(ji)準(zhun)水平以(yi)下產能(neng)(neng)基(ji)本退出(chu)、主要用能(neng)(neng)設(she)(she)備(bei)能(neng)(neng)效基(ji)本達到節(jie)能(neng)(neng)水平,本質(zhi)安(an)全水平明顯提(ti)升,創新產品(pin)加快(kuai)推廣應用,先進產能(neng)(neng)比(bi)重(zhong)持(chi)續提(ti)高。為(wei)推動工業(ye)領(ling)域設備更(geng)新,《方案》提出四大重點(dian)任務(wu),共十二(er)項內(nei)容。一(yi)是實施(shi)先進設備更新行(xing)動。1.加(jia)快(kuai)落后低(di)(di)效(xiao)設備(bei)(bei)(bei)替代。針(zhen)對工(gong)業(ye)(ye)(ye)(ye)母機、農機、工(gong)程機械、電動(dong)(dong)(dong)(dong)自(zi)行(xing)(xing)車等(deng)(deng)(deng)生產設備(bei)(bei)(bei)整體處于中低(di)(di)水平的行(xing)(xing)業(ye)(ye)(ye)(ye),加(jia)快(kuai)淘(tao)汰落后低(di)(di)效(xiao)設備(bei)(bei)(bei)、超期(qi)服(fu)役(yi)老舊設備(bei)(bei)(bei)。重點(dian)推(tui)動(dong)(dong)(dong)(dong)工(gong)業(ye)(ye)(ye)(ye)母機行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)服(fu)役(yi)超過(guo)10年(nian)的機床等(deng)(deng)(deng);農機行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)柔(rou)性(xing)剪切、成型、焊(han)接、制造生產技術及裝(zhuang)(zhuang)備(bei)(bei)(bei)等(deng)(deng)(deng);工(gong)程機械行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)油(you)壓(ya)(ya)機、折彎機、工(gong)藝陳舊產線和在線檢(jian)測裝(zhuang)(zhuang)備(bei)(bei)(bei)等(deng)(deng)(deng);儀器儀表行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)數控加(jia)工(gong)裝(zhuang)(zhuang)備(bei)(bei)(bei)、檢(jian)定裝(zhuang)(zhuang)備(bei)(bei)(bei)等(deng)(deng)(deng);紡織行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)轉杯紡紗(sha)機等(deng)(deng)(deng)短流程紡織設備(bei)(bei)(bei),細紗(sha)機、自(zi)動(dong)(dong)(dong)(dong)絡筒機等(deng)(deng)(deng)棉紡設備(bei)(bei)(bei);電動(dong)(dong)(dong)(dong)自(zi)行(xing)(xing)車行(xing)(xing)業(ye)(ye)(ye)(ye)更(geng)(geng)新(xin)自(zi)動(dong)(dong)(dong)(dong)焊(han)接機器人、自(zi)動(dong)(dong)(dong)(dong)化噴(pen)涂和烘(hong)干設備(bei)(bei)(bei)、電動(dong)(dong)(dong)(dong)或氣動(dong)(dong)(dong)(dong)裝(zhuang)(zhuang)配(pei)設備(bei)(bei)(bei)、絕緣(yuan)耐壓(ya)(ya)測試儀、循環(huan)充放電測試儀等(deng)(deng)(deng)。2.更(geng)新(xin)升(sheng)級高(gao)(gao)端(duan)先進設(she)(she)(she)(she)備。針(zhen)對(dui)航(hang)(hang)(hang)空、光(guang)伏、動(dong)力(li)(li)電(dian)池(chi)、生物發(fa)(fa)酵(jiao)等(deng)(deng)(deng)生產設(she)(she)(she)(she)備整體(ti)處于中高(gao)(gao)水(shui)平(ping)的(de)行(xing)(xing)業(ye),鼓勵企(qi)業(ye)更(geng)新(xin)一(yi)批高(gao)(gao)技術(shu)、高(gao)(gao)效率、高(gao)(gao)可靠性的(de)先進設(she)(she)(she)(she)備。重點推動(dong)航(hang)(hang)(hang)空行(xing)(xing)業(ye)全面開(kai)展大飛機(ji)(ji)(ji)、大型水(shui)陸兩棲飛機(ji)(ji)(ji)及航(hang)(hang)(hang)空發(fa)(fa)動(dong)機(ji)(ji)(ji)總裝(zhuang)集成能力(li)(li)、供應鏈配(pei)套能力(li)(li)等(deng)(deng)(deng)建設(she)(she)(she)(she);光(guang)伏行(xing)(xing)業(ye)更(geng)新(xin)大熱(re)場單晶(jing)爐(lu)、高(gao)(gao)線速小軸距多線切割機(ji)(ji)(ji)、多合一(yi)鍍(du)膜設(she)(she)(she)(she)備、大尺(chi)寸多主(zhu)柵組件串焊機(ji)(ji)(ji)等(deng)(deng)(deng)先進設(she)(she)(she)(she)備;動(dong)力(li)(li)電(dian)池(chi)行(xing)(xing)業(ye)生產設(she)(she)(she)(she)備向高(gao)(gao)精度、高(gao)(gao)速度、高(gao)(gao)可靠性升(sheng)級,重點更(geng)新(xin)超聲波(bo)焊接機(ji)(ji)(ji)、激光(guang)焊接機(ji)(ji)(ji)、注液機(ji)(ji)(ji)、分容柜等(deng)(deng)(deng)設(she)(she)(she)(she)備;生物發(fa)(fa)酵(jiao)行(xing)(xing)業(ye)實(shi)施萃取提(ti)取工藝技改,更(geng)新(xin)蒸發(fa)(fa)器、離心機(ji)(ji)(ji)、新(xin)型干燥系(xi)統、連續離子交換(huan)設(she)(she)(she)(she)備等(deng)(deng)(deng)。3.更(geng)(geng)新升級試驗(yan)(yan)(yan)檢(jian)測(ce)(ce)設(she)備(bei)(bei)(bei)。在石化化工、醫藥、船舶、電子等(deng)(deng)(deng)重點行業,圍繞(rao)設(she)計驗(yan)(yan)(yan)證、測(ce)(ce)試驗(yan)(yan)(yan)證、工藝(yi)(yi)驗(yan)(yan)(yan)證等(deng)(deng)(deng)中試驗(yan)(yan)(yan)證和檢(jian)驗(yan)(yan)(yan)檢(jian)測(ce)(ce)環(huan)(huan)節(jie),更(geng)(geng)新一批(pi)先進設(she)備(bei)(bei)(bei),提升工程化和產業化能力。重點推動(dong)設(she)計驗(yan)(yan)(yan)證環(huan)(huan)節(jie)更(geng)(geng)新模型制造設(she)備(bei)(bei)(bei)、實驗(yan)(yan)(yan)分析儀器(qi)等(deng)(deng)(deng)先進設(she)備(bei)(bei)(bei);測(ce)(ce)試驗(yan)(yan)(yan)證環(huan)(huan)節(jie)更(geng)(geng)新機械測(ce)(ce)試、光學測(ce)(ce)試、環(huan)(huan)境(jing)(jing)測(ce)(ce)試等(deng)(deng)(deng)測(ce)(ce)試儀器(qi);工藝(yi)(yi)驗(yan)(yan)(yan)證環(huan)(huan)節(jie)更(geng)(geng)新環(huan)(huan)境(jing)(jing)適應性(xing)試驗(yan)(yan)(yan)、可(ke)靠性(xing)試驗(yan)(yan)(yan)、工藝(yi)(yi)驗(yan)(yan)(yan)證試驗(yan)(yan)(yan)、安規試驗(yan)(yan)(yan)等(deng)(deng)(deng)試驗(yan)(yan)(yan)專(zhuan)用設(she)備(bei)(bei)(bei),以及專(zhuan)用制樣、材料加工、電子組裝、機械加工等(deng)(deng)(deng)樣品(pin)制備(bei)(bei)(bei)和試生產裝備(bei)(bei)(bei);檢(jian)驗(yan)(yan)(yan)檢(jian)測(ce)(ce)環(huan)(huan)節(jie)更(geng)(geng)新電子測(ce)(ce)量、無損檢(jian)測(ce)(ce)、智能檢(jian)測(ce)(ce)等(deng)(deng)(deng)儀器(qi)設(she)備(bei)(bei)(bei)。4.推廣應用智(zhi)(zhi)(zhi)能(neng)(neng)(neng)制(zhi)(zhi)(zhi)造(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)。以生(sheng)產(chan)(chan)作業(ye)(ye)(ye)、倉儲(chu)物流、質量管控(kong)等環節改造(zao)(zao)為重(zhong)點,推動(dong)數(shu)控(kong)機床與基礎制(zhi)(zhi)(zhi)造(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、增材制(zhi)(zhi)(zhi)造(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、工(gong)業(ye)(ye)(ye)機器人(ren)、工(gong)業(ye)(ye)(ye)控(kong)制(zhi)(zhi)(zhi)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、智(zhi)(zhi)(zhi)能(neng)(neng)(neng)物流裝(zhuang)(zhuang)(zhuang)備(bei)(bei)、傳感與檢測裝(zhuang)(zhuang)(zhuang)備(bei)(bei)等通用智(zhi)(zhi)(zhi)能(neng)(neng)(neng)制(zhi)(zhi)(zhi)造(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)更新。重(zhong)點推動(dong)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)更新面向特定場景的(de)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)成套生(sheng)產(chan)(chan)線和柔性(xing)生(sheng)產(chan)(chan)單元;電(dian)子(zi)信息(xi)制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)推進電(dian)子(zi)產(chan)(chan)品專(zhuan)用智(zhi)(zhi)(zhi)能(neng)(neng)(neng)制(zhi)(zhi)(zhi)造(zao)(zao)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)與自動(dong)化裝(zhuang)(zhuang)(zhuang)配線集(ji)成應用;原(yuan)材料制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)加(jia)快無人(ren)運輸車輛等新型智(zhi)(zhi)(zhi)能(neng)(neng)(neng)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)部署(shu)應用,推進催化裂化、冶煉等重(zhong)大工(gong)藝(yi)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)化改造(zao)(zao)升級;消費品制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)推廣面向柔性(xing)生(sheng)產(chan)(chan)、個性(xing)化定制(zhi)(zhi)(zhi)等新模式智(zhi)(zhi)(zhi)能(neng)(neng)(neng)裝(zhuang)(zhuang)(zhuang)備(bei)(bei)。5.加快建設智(zhi)(zhi)能(neng)(neng)工(gong)廠。加快新一代信(xin)息技(ji)(ji)術(shu)與(yu)(yu)制造(zao)(zao)(zao)全過(guo)程、全要素(su)深度融合(he),推(tui)進制造(zao)(zao)(zao)技(ji)(ji)術(shu)突破(po)、工(gong)藝創新、精益管(guan)理(li)、業(ye)務流程再造(zao)(zao)(zao)。推(tui)動(dong)人工(gong)智(zhi)(zhi)能(neng)(neng)、第五代移動(dong)通信(xin)(5G)、邊(bian)緣計算(suan)等新技(ji)(ji)術(shu)在制造(zao)(zao)(zao)環節(jie)(jie)深度應(ying)用,形成一批虛擬試(shi)驗與(yu)(yu)調試(shi)、工(gong)藝數(shu)(shu)字化(hua)設計、智(zhi)(zhi)能(neng)(neng)在線(xian)檢(jian)測等典(dian)型場景(jing)。推(tui)動(dong)設備(bei)聯(lian)網(wang)(wang)和生(sheng)(sheng)產環節(jie)(jie)數(shu)(shu)字化(hua)鏈(lian)接,實現(xian)生(sheng)(sheng)產數(shu)(shu)據貫通化(hua)、制造(zao)(zao)(zao)柔(rou)性化(hua)和管(guan)理(li)智(zhi)(zhi)能(neng)(neng)化(hua),打(da)(da)造(zao)(zao)(zao)數(shu)(shu)字化(hua)車(che)間。圍(wei)繞生(sheng)(sheng)產、管(guan)理(li)、服務等制造(zao)(zao)(zao)全過(guo)程開展智(zhi)(zhi)能(neng)(neng)化(hua)升級(ji),優化(hua)組(zu)織結構(gou)和業(ye)務流程,打(da)(da)造(zao)(zao)(zao)智(zhi)(zhi)能(neng)(neng)工(gong)廠。充分發揮(hui)工(gong)業(ye)互聯(lian)網(wang)(wang)標(biao)識解析體系(xi)作用,引導龍(long)頭企業(ye)帶動(dong)上下游(you)企業(ye)同步改造(zao)(zao)(zao),打(da)(da)造(zao)(zao)(zao)智(zhi)(zhi)慧(hui)供應(ying)鏈(lian)。6.加強數(shu)字基礎設(she)施建(jian)設(she)。加快(kuai)工(gong)(gong)(gong)(gong)業互聯(lian)網(wang)、物聯(lian)網(wang)、5G、千兆(zhao)光網(wang)等新型(xing)網(wang)絡基礎設(she)施規(gui)模(mo)化部(bu)署,鼓勵工(gong)(gong)(gong)(gong)業企業內(nei)外網(wang)改造。構建(jian)工(gong)(gong)(gong)(gong)業基礎算(suan)(suan)力(li)資源和(he)應用能(neng)(neng)力(li)融(rong)合體系,加快(kuai)部(bu)署工(gong)(gong)(gong)(gong)業邊(bian)緣數(shu)據中心,建(jian)設(she)面(mian)向特(te)定場(chang)景(jing)的(de)邊(bian)緣計算(suan)(suan)設(she)施,推動“云邊(bian)端”算(suan)(suan)力(li)協(xie)同(tong)發展。加大高性能(neng)(neng)智算(suan)(suan)供給,在(zai)算(suan)(suan)力(li)樞紐節(jie)點建(jian)設(she)智算(suan)(suan)中心。鼓勵大型(xing)集團企業、工(gong)(gong)(gong)(gong)業園區建(jian)立各具特(te)色的(de)工(gong)(gong)(gong)(gong)業互聯(lian)網(wang)平臺。三(san)是實施(shi)綠色裝備推(tui)廣行動。7.加(jia)快生產設(she)備(bei)綠(lv)(lv)色(se)(se)化改(gai)造。推動重(zhong)(zhong)點(dian)用能(neng)(neng)行業、重(zhong)(zhong)點(dian)環(huan)節推廣應用節能(neng)(neng)環(huan)保(bao)綠(lv)(lv)色(se)(se)裝備(bei)。鋼鐵行業加(jia)快對現有高(gao)爐(lu)、轉爐(lu)、電爐(lu)等(deng)(deng)(deng)全流程開展超低排放改(gai)造,爭創環(huan)保(bao)績(ji)效(xiao)A級(ji);建材行業以現有水泥、玻璃、建筑(zhu)衛(wei)生陶瓷、玻璃纖維等(deng)(deng)(deng)領(ling)域減污降(jiang)碳、節能(neng)(neng)降(jiang)耗為(wei)重(zhong)(zhong)點(dian),改(gai)造提升原料(liao)制備(bei)、窯爐(lu)控制、粉磨(mo)破碎等(deng)(deng)(deng)相(xiang)關裝備(bei)和技術;有色(se)(se)金屬(shu)行業加(jia)快高(gao)效(xiao)穩定鋁電解、綠(lv)(lv)色(se)(se)環(huan)保(bao)銅冶煉(lian)、再生金屬(shu)冶煉(lian)等(deng)(deng)(deng)綠(lv)(lv)色(se)(se)高(gao)效(xiao)環(huan)保(bao)裝備(bei)更(geng)新改(gai)造;家電等(deng)(deng)(deng)重(zhong)(zhong)點(dian)輕工行業加(jia)快二級(ji)及以上高(gao)能(neng)(neng)效(xiao)設(she)備(bei)更(geng)新。8.推動(dong)重(zhong)點用(yong)能(neng)(neng)設(she)(she)備能(neng)(neng)效(xiao)升級。對照《重(zhong)點用(yong)能(neng)(neng)產品設(she)(she)備能(neng)(neng)效(xiao)先進水(shui)平(ping)、節(jie)能(neng)(neng)水(shui)平(ping)和準入水(shui)平(ping)(2024年版)》,以(yi)能(neng)(neng)效(xiao)水(shui)平(ping)提升為重(zhong)點,推動(dong)工業(ye)等(deng)各領域鍋爐(lu)、電(dian)機、變壓(ya)器(qi)、制冷供熱(re)空壓(ya)機、換熱(re)器(qi)、泵等(deng)重(zhong)點用(yong)能(neng)(neng)設(she)(she)備更新換代,推廣應(ying)用(yong)能(neng)(neng)效(xiao)二(er)級及(ji)以(yi)上(shang)節(jie)能(neng)(neng)設(she)(she)備。9.加快應用(yong)(yong)(yong)固廢(fei)處(chu)理和(he)節(jie)水(shui)(shui)設(she)備。以主要工(gong)(gong)(gong)(gong)(gong)業(ye)固廢(fei)產生行業(ye)為重點(dian),更新改造工(gong)(gong)(gong)(gong)(gong)業(ye)固廢(fei)產生量偏(pian)高的工(gong)(gong)(gong)(gong)(gong)藝,升(sheng)(sheng)級工(gong)(gong)(gong)(gong)(gong)業(ye)固廢(fei)和(he)再生資源(yuan)綜合利用(yong)(yong)(yong)設(she)備設(she)施,提升(sheng)(sheng)工(gong)(gong)(gong)(gong)(gong)業(ye)資源(yuan)節(jie)約(yue)集約(yue)利用(yong)(yong)(yong)水(shui)(shui)平。面向石化(hua)化(hua)工(gong)(gong)(gong)(gong)(gong)、鋼(gang)鐵、建材、紡織、造紙、皮革、食品等已出臺取(用(yong)(yong)(yong))水(shui)(shui)定額國家標準的行業(ye),推進工(gong)(gong)(gong)(gong)(gong)業(ye)節(jie)水(shui)(shui)和(he)廢(fei)水(shui)(shui)循環利用(yong)(yong)(yong),改造工(gong)(gong)(gong)(gong)(gong)業(ye)冷(leng)卻循環系統(tong)和(he)廢(fei)水(shui)(shui)處(chu)理回用(yong)(yong)(yong)等系統(tong),更新一批(pi)冷(leng)卻塔等設(she)備。10.推動石(shi)化(hua)化(hua)工老(lao)(lao)舊裝(zhuang)置安全改(gai)造。推廣應用連續化(hua)、微反應、超重力反應等(deng)(deng)工藝技術(shu),反應器優化(hua)控(kong)制、機泵(beng)預測性維護等(deng)(deng)數(shu)字化(hua)技術(shu),更(geng)新老(lao)(lao)舊煤氣化(hua)爐(lu)、反應器(釜)、精餾塔、機泵(beng)、換熱器、儲(chu)罐等(deng)(deng)設備(bei)。妥善(shan)化(hua)解老(lao)(lao)舊裝(zhuang)置工藝風險(xian)大、動設備(bei)故障率高(gao)、靜設備(bei)易泄漏等(deng)(deng)安全風險(xian),提升行業本質安全水平。11.提升民(min)爆(bao)行業本質安全(quan)水平。以(yi)(yi)推動(dong)(dong)工(gong)業炸(zha)藥、工(gong)業電子雷管生產(chan)(chan)線技術升級改造為(wei)重(zhong)點(dian),以(yi)(yi)危險作業崗位無人(ren)化為(wei)目標,實施“機械化換人(ren)、自(zi)動(dong)(dong)化減人(ren)”和(he)“機器(qi)人(ren)替人(ren)”工(gong)程,加大安全(quan)技術和(he)裝(zhuang)備推廣應用力度(du)。重(zhong)點(dian)對工(gong)業炸(zha)藥固定生產(chan)(chan)線、現(xian)場混(hun)(hun)裝(zhuang)炸(zha)藥生產(chan)(chan)點(dian)及現(xian)場混(hun)(hun)裝(zhuang)炸(zha)藥車、雷管裝(zhuang)填(tian)裝(zhuang)配(pei)生產(chan)(chan)線等(deng)升級改造。12.推廣應用先進適用安全裝備。加大安全裝備在重點領域推廣應用,在全社會層面推動安全應急監測預警、消防系統與裝備、安全應急智能化裝備、個體防護裝備等升級改造與配備。圍繞工業生產安全事故、地震地質災害、洪水災害、城市內澇災害、城市特殊場景火災、森林草原火災、緊急生命救護、社區家庭安全應急等重點場景,推廣應用先進可靠安全裝備。
