如何進一步提(ti)高公職人員碳達峰碳中和(he)認識水(shui)平?
公(gong)職人(ren)員是推(tui)動實現碳達峰(feng)碳中和(he)的主力軍,然而據(ju)筆者觀察,部(bu)分公(gong)職人(ren)員還存在一(yi)些模糊認識(shi)和(he)錯誤傾(qing)向(xiang)。
一是(shi)(shi)認為碳達峰碳中和(he)工作主要是(shi)(shi)地方各級黨(dang)委政府(fu)及其發(fa)展(zhan)和(he)改革(ge)委員會(hui)、生(sheng)態(tai)環境等(deng)職能部門(men)與(yu)排污企業的(de)事,與(yu)自己關系不大,踐行綠(lv)色低碳生(sheng)活方式不夠(gou)積(ji)極主動。
二是認為距離實(shi)現2030年碳(tan)達峰、2060年碳(tan)中和的目(mu)標還有很(hen)長時間,存在歇歇腳、松口氣的懈(xie)怠思想,責任感和緊迫性還不夠強(qiang)。
三是踐行(xing)綠(lv)色低(di)碳生活方式(shi)標準不(bu)高、要求不(bu)嚴(yan)、被動應付,上(shang)級考評(ping)檢查時做(zuo)做(zuo)樣(yang)子,過(guo)后則(ze)打折扣(kou)、搞(gao)變通。
四是對于如何(he)踐行綠色低碳生(sheng)活方(fang)式的理解不夠全面,只滿足于做好低碳出行、垃圾分類工作。
五(wu)是綠色低(di)碳只停留在嘴上,出于怕麻煩、圖省(sheng)事、搞(gao)攀比等原因(yin),很難落實(shi)到具體工作(zuo)生(sheng)活中。
如何進一步(bu)提高(gao)公(gong)(gong)(gong)(gong)職(zhi)人(ren)(ren)員對碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)的(de)認(ren)識?筆(bi)者(zhe)認(ren)為(wei),當前要做好(hao)開展(zhan)教育引導、強化制度保障等工(gong)(gong)作(zuo)(zuo)。要組(zu)織認(ren)真學習(xi)(xi)習(xi)(xi)近平總書記關(guan)(guan)于碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)的(de)重要論述,貫徹落實黨中(zhong)(zhong)(zhong)央、國務院關(guan)(guan)于碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)的(de)決策(ce)部署(shu)。要把碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)的(de)具(ju)體要求(qiu),以及(ji)綠(lv)色低(di)碳(tan)(tan)知識,納入到各級黨委(黨組(zu))理論學習(xi)(xi)中(zhong)(zhong)(zhong)心組(zu)學習(xi)(xi)計劃、黨支部“三(san)會一課(ke)”和(he)(he)公(gong)(gong)(gong)(gong)職(zhi)人(ren)(ren)員年(nian)度培訓內容中(zhong)(zhong)(zhong)。將(jiang)碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)工(gong)(gong)作(zuo)(zuo)政策(ce)法規(gui)宣(xuan)傳與正在(zai)開展(zhan)的(de)黨史學習(xi)(xi)教育結合起(qi)來,提升公(gong)(gong)(gong)(gong)職(zhi)人(ren)(ren)員綠(lv)色低(di)碳(tan)(tan)素(su)養。今年(nian)6月(yue),江(jiang)蘇(su)省生態環(huan)境廳(ting)聯(lian)合省人(ren)(ren)大常委會環(huan)境資源城鄉建設(she)委員會、機(ji)關(guan)(guan)事務管理局印發了(le)《江(jiang)蘇(su)省公(gong)(gong)(gong)(gong)職(zhi)人(ren)(ren)員低(di)碳(tan)(tan)生活(huo)手(shou)冊》,為(wei)公(gong)(gong)(gong)(gong)職(zhi)人(ren)(ren)員養成低(di)碳(tan)(tan)辦公(gong)(gong)(gong)(gong)和(he)(he)低(di)碳(tan)(tan)衣(yi)食住行好(hao)習(xi)(xi)慣提供了(le)科學指導,這(zhe)一經驗值得借(jie)鑒。
當前,要將碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)目(mu)標(biao)任(ren)(ren)務(wu)(wu)納(na)入(ru)地方各級(ji)黨委政(zheng)府(fu)“十(shi)四五”規劃,分(fen)解落實(shi)到(dao)(dao)公(gong)職(zhi)(zhi)(zhi)人(ren)員(yuan)所(suo)在(zai)單(dan)位,督(du)促指(zhi)導公(gong)職(zhi)(zhi)(zhi)人(ren)員(yuan)所(suo)在(zai)單(dan)位結合自身工作職(zhi)(zhi)(zhi)能(neng)和(he)碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)階段(duan)性目(mu)標(biao)任(ren)(ren)務(wu)(wu),科學制定碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)規章制度(du)(du)。將碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)工作任(ren)(ren)務(wu)(wu)完成情況(kuang)納(na)入(ru)地方各級(ji)黨委政(zheng)府(fu)及公(gong)職(zhi)(zhi)(zhi)人(ren)員(yuan)所(suo)在(zai)單(dan)位年(nian)度(du)(du)高質(zhi)量發展考核、文明(ming)機關(guan)(guan)創建、節(jie)能(neng)示范單(dan)位創建指(zhi)標(biao)。比如,日前江蘇省(sheng)機關(guan)(guan)事務(wu)(wu)管理(li)局、發展和(he)改革委員(yuan)會、工業和(he)信息化廳等(deng)5部門聯合印發了《關(guan)(guan)于做好2021年(nian)省(sheng)公(gong)共機構節(jie)能(neng)示范單(dan)位創建等(deng)工作的(de)通知》,明(ming)確(que)了節(jie)能(neng)降(jiang)(jiang)碳(tan)年(nian)度(du)(du)目(mu)標(biao)任(ren)(ren)務(wu)(wu),將節(jie)能(neng)降(jiang)(jiang)碳(tan)工作納(na)入(ru)各單(dan)位績(ji)效考核范圍,對公(gong)職(zhi)(zhi)(zhi)人(ren)員(yuan)推動節(jie)能(neng)降(jiang)(jiang)碳(tan)工作起到(dao)(dao)了促進作用。
