《我國碳達峰碳中和戰略及路徑》報告發布

3月(yue)31日,中(zhong)(zhong)(zhong)(zhong)國工程(cheng)院在北京發(fa)(fa)布(bu)重大(da)咨詢項目成(cheng)果《中(zhong)(zhong)(zhong)(zhong)國碳達峰(feng)碳中(zhong)(zhong)(zhong)(zhong)和戰略(lve)及路徑(jing)》,中(zhong)(zhong)(zhong)(zhong)國工程(cheng)院院長李曉紅院士作發(fa)(fa)布(bu),其中(zhong)(zhong)(zhong)(zhong)提出(chu),通過積極主動(dong)作為,全社會共同(tong)努力,中(zhong)(zhong)(zhong)(zhong)國二氧化碳排放有望于2027年前后實(shi)現(xian)達峰(feng),峰(feng)值控制在122億噸左(zuo)右(you)。在此基礎(chu)上推動(dong)發(fa)(fa)展(zhan)模式實(shi)現(xian)根本轉變(bian),可在2060年前實(shi)現(xian)碳中(zhong)(zhong)(zhong)(zhong)和。
具體內容,主要包括八大戰略、七(qi)條(tiao)路(lu)徑和三(san)項(xiang)建議。
——八大(da)戰(zhan)(zhan)略(lve)(lve)(lve):節約(yue)優先戰(zhan)(zhan)略(lve)(lve)(lve),秉持節能(neng)(neng)(neng)(neng)是第一能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)理念,不(bu)斷提升(sheng)全社會(hui)用能(neng)(neng)(neng)(neng)效率;能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)安全戰(zhan)(zhan)略(lve)(lve)(lve),做好(hao)化(hua)(hua)石能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)兜底(di)應急,妥(tuo)善(shan)應對新能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)供應不(bu)穩定(ding),防范油氣以及關鍵礦物對外依存風險(xian);非化(hua)(hua)石能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)替(ti)(ti)代(dai)戰(zhan)(zhan)略(lve)(lve)(lve),在新能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)安全可靠逐步替(ti)(ti)代(dai)傳統能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)的基(ji)礎上,不(bu)斷提高非化(hua)(hua)石能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)比重;再電氣化(hua)(hua)戰(zhan)(zhan)略(lve)(lve)(lve),以電能(neng)(neng)(neng)(neng)替(ti)(ti)代(dai)和(he)發展電制原(yuan)料燃料為重點,大(da)力提升(sheng)重點部(bu)門電氣化(hua)(hua)水(shui)平;資源(yuan)(yuan)(yuan)循環(huan)利(li)用戰(zhan)(zhan)略(lve)(lve)(lve),加(jia)快(kuai)傳統產(chan)業升(sheng)級(ji)改造和(he)業務流程(cheng)再造,實現(xian)資源(yuan)(yuan)(yuan)多級(ji)循環(huan)利(li)用;固碳戰(zhan)(zhan)略(lve)(lve)(lve),堅(jian)持生態(tai)(tai)吸碳與(yu)人工用碳相結合(he),增強(qiang)生態(tai)(tai)系(xi)統固碳能(neng)(neng)(neng)(neng)力,推(tui)進碳移除技術研發;數字化(hua)(hua)戰(zhan)(zhan)略(lve)(lve)(lve),全面推(tui)動(dong)數字化(hua)(hua)降碳和(he)碳管理,助力生產(chan)生活綠色變革;國(guo)際合(he)作(zuo)戰(zhan)(zhan)略(lve)(lve)(lve),構建人類命運共(gong)同體的大(da)國(guo)責任擔當(dang),更大(da)力度(du)深化(hua)(hua)國(guo)際合(he)作(zuo)。
——七(qi)條路徑:一是(shi)(shi)(shi)提升(sheng)經濟發(fa)展(zhan)質量和(he)(he)(he)(he)效益,以(yi)產業(ye)結構優化升(sheng)級為(wei)重(zhong)要手段實(shi)(shi)現(xian)經濟發(fa)展(zhan)與碳(tan)(tan)排放(fang)脫(tuo)鉤(gou);二是(shi)(shi)(shi)打造清潔低(di)碳(tan)(tan)安全(quan)高效的(de)(de)能(neng)源體(ti)系是(shi)(shi)(shi)實(shi)(shi)現(xian)碳(tan)(tan)達(da)(da)(da)峰碳(tan)(tan)中(zhong)和(he)(he)(he)(he)的(de)(de)關鍵(jian)和(he)(he)(he)(he)基礎;三是(shi)(shi)(shi)加快(kuai)構建以(yi)新能(neng)源為(wei)主(zhu)體(ti)的(de)(de)新型(xing)(xing)電力系統,安全(quan)穩妥(tuo)實(shi)(shi)現(xian)電力行業(ye)凈零(ling)排放(fang);四是(shi)(shi)(shi)以(yi)電氣(qi)化和(he)(he)(he)(he)深度脫(tuo)碳(tan)(tan)技(ji)術為(wei)支撐,推動(dong)工(gong)業(ye)部門有序達(da)(da)(da)峰和(he)(he)(he)(he)漸進(jin)中(zhong)和(he)(he)(he)(he);五是(shi)(shi)(shi)通過高比例電氣(qi)化實(shi)(shi)現(xian)交(jiao)(jiao)通工(gong)具(ju)低(di)碳(tan)(tan)轉(zhuan)型(xing)(xing),推動(dong)交(jiao)(jiao)通部門實(shi)(shi)現(xian)碳(tan)(tan)達(da)(da)(da)峰碳(tan)(tan)中(zhong)和(he)(he)(he)(he);六是(shi)(shi)(shi)以(yi)突破綠色建筑關鍵(jian)技(ji)術為(wei)重(zhong)點(dian),實(shi)(shi)現(xian)建筑用(yong)電用(yong)熱零(ling)碳(tan)(tan)排放(fang);七(qi)是(shi)(shi)(shi)運籌帷幄(wo)做好實(shi)(shi)現(xian)碳(tan)(tan)中(zhong)和(he)(he)(he)(he)“最(zui)后一公里”的(de)(de)碳(tan)(tan)移除托底技(ji)術保障。
——三(san)項建議(yi):一是(shi)保持(chi)(chi)戰(zhan)略定(ding)力(li),做好統籌協調,在保障經濟社會有(you)序(xu)運轉和(he)(he)能源資源供應安全前提(ti)(ti)下,堅持(chi)(chi)全國“一盤棋”、梯次有(you)序(xu)推動(dong)(dong)實現(xian)碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)和(he)(he)。二(er)是(shi)強(qiang)化科技創新,為實現(xian)碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)和(he)(he)提(ti)(ti)供強(qiang)大(da)(da)動(dong)(dong)力(li),尤其是(shi)必須以(yi)關(guan)鍵技術的重大(da)(da)突破支撐(cheng)實現(xian)碳(tan)中(zhong)(zhong)和(he)(he)。三(san)是(shi)建立(li)完善制度和(he)(he)政策體系,確保碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)和(he)(he)任務措施落(luo)地(di)。加快推動(dong)(dong)建立(li)碳(tan)排(pai)放(fang)總量控制制度,加速構建減污(wu)降(jiang)碳(tan)一體謀劃、一體推進(jin)、一體考(kao)核(he)的機制,不斷完善能力(li)支撐(cheng)與監管體系建設。
據了解,中國(guo)工(gong)程(cheng)院碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)(he)重(zhong)大(da)咨詢項目(mu)組織(zhi)40多位院士、300多位專家、數十家單位,重(zhong)點圍繞產(chan)業結構、能源、電(dian)力、工(gong)業、建(jian)筑、交通(tong)、碳(tan)(tan)移(yi)除等方面,系統開展中國(guo)實現碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)(he)戰略(lve)(lve)及(ji)路徑研究(jiu),最新完(wan)成并發布《中國(guo)碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)(he)戰略(lve)(lve)及(ji)路徑》。
