工程院發布碳達峰碳中和戰略路徑

3月31日,在中(zhong)國工(gong)(gong)程院(yuan)、上(shang)海市人民政府、工(gong)(gong)業和(he)信息化(hua)部(bu)共同主(zhu)辦的(de)第六屆(jie)創新與新興產業發展國際會議(yi)上(shang),中(zhong)國工(gong)(gong)程院(yuan)發布了重大咨(zi)詢(xun)項目成(cheng)果(guo)《我國碳(tan)達峰碳(tan)中(zhong)和(he)戰(zhan)略(lve)及路徑(jing)》。該(gai)報(bao)告提出(chu),我國二氧(yang)化(hua)碳排放有望于2027年前后實現達峰,峰值控(kong)制在122億(yi)噸左右。
該(gai)成果由中(zhong)(zhong)(zhong)國工程院組(zu)織40多位院士(shi)、300多位專家、數十(shi)家單位共(gong)同完成,重點圍繞產業結構(gou)、能源、電力、工業、建筑(zhu)、交通、碳(tan)移(yi)除等方面,系統(tong)開(kai)展中(zhong)(zhong)(zhong)國實現碳(tan)達(da)峰碳(tan)中(zhong)(zhong)(zhong)和戰略(lve)及路徑研究。
中國工程院院士、項目副(fu)組長杜祥琬介紹(shao):“要實(shi)現(xian)(xian)碳達峰碳中和這(zhe)兩個目標(biao),必(bi)須在工業、交通(tong)、建筑、電(dian)力等(deng)各個方面實(shi)現(xian)(xian)一系列(lie)技(ji)術(shu)進步。我國現(xian)(xian)有的(de)技(ji)術(shu)還是不(bu)夠的(de),這(zhe)個報告重(zhong)點(dian)強調的(de)實(shi)現(xian)(xian)路徑是技(ji)術(shu)創新。”
項(xiang)目組完(wan)成的《我國碳(tan)達峰碳(tan)中(zhong)和(he)(he)(he)(he)戰(zhan)略及路(lu)徑》報告指(zhi)出,實現碳(tan)達峰碳(tan)中(zhong)和(he)(he)(he)(he)是(shi)(shi)(shi)(shi)推動我國經濟社會(hui)高質量發展的必由之路(lu),同(tong)時(shi)也面臨諸多挑(tiao)戰(zhan)。為有序推進我國碳(tan)達峰碳(tan)中(zhong)和(he)(he)(he)(he)工作(zuo),應(ying)(ying)重(zhong)點(dian)堅(jian)(jian)持八(ba)大(da)戰(zhan)略。一是(shi)(shi)(shi)(shi)節約優(you)先(xian)戰(zhan)略,秉持節能(neng)(neng)(neng)(neng)是(shi)(shi)(shi)(shi)第(di)一能(neng)(neng)(neng)(neng)源理念(nian),不斷(duan)提(ti)升全(quan)(quan)(quan)社會(hui)用能(neng)(neng)(neng)(neng)效率。二(er)是(shi)(shi)(shi)(shi)能(neng)(neng)(neng)(neng)源安全(quan)(quan)(quan)戰(zhan)略,做好化(hua)(hua)石能(neng)(neng)(neng)(neng)源兜底應(ying)(ying)急,妥善應(ying)(ying)對新能(neng)(neng)(neng)(neng)源供應(ying)(ying)不穩定,防范油氣(qi)以及關鍵礦物對外依存風險。三是(shi)(shi)(shi)(shi)非化(hua)(hua)石能(neng)(neng)(neng)(neng)源替(ti)代戰(zhan)略,在新能(neng)(neng)(neng)(neng)源安全(quan)(quan)(quan)可靠逐步替(ti)代傳統(tong)(tong)能(neng)(neng)(neng)(neng)源的基礎(chu)上,不斷(duan)提(ti)高非化(hua)(hua)石能(neng)(neng)(neng)(neng)源比重(zhong)。四是(shi)(shi)(shi)(shi)再電(dian)(dian)氣(qi)化(hua)(hua)戰(zhan)略,以電(dian)(dian)能(neng)(neng)(neng)(neng)替(ti)代和(he)(he)(he)(he)發展電(dian)(dian)制原料燃料為重(zhong)點(dian),大(da)力(li)提(ti)升重(zhong)點(dian)部(bu)門電(dian)(dian)氣(qi)化(hua)(hua)水平。五(wu)是(shi)(shi)(shi)(shi)資(zi)源循環(huan)利(li)(li)用戰(zhan)略,加(jia)快傳統(tong)(tong)產業升級改(gai)造(zao)和(he)(he)(he)(he)業務流程再造(zao),實現資(zi)源多級循環(huan)利(li)(li)用。六是(shi)(shi)(shi)(shi)固碳(tan)戰(zhan)略,堅(jian)(jian)持生(sheng)態吸碳(tan)與人工用碳(tan)相結(jie)合,增(zeng)強生(sheng)態系統(tong)(tong)固碳(tan)能(neng)(neng)(neng)(neng)力(li),推進碳(tan)移除技術研發。七(qi)是(shi)(shi)(shi)(shi)數字化(hua)(hua)戰(zhan)略,全(quan)(quan)(quan)面推動數字化(hua)(hua)降(jiang)碳(tan)和(he)(he)(he)(he)碳(tan)管理,助(zhu)力(li)生(sheng)產生(sheng)活綠色(se)變革(ge)。八(ba)是(shi)(shi)(shi)(shi)國際合作(zuo)戰(zhan)略,構建人類命運共同(tong)體的大(da)國責任擔(dan)當,更大(da)力(li)度深化(hua)(hua)國際合作(zuo)。
