工程院發布碳達峰碳中和戰略路徑

3月31日,在中國(guo)工程院(yuan)、上海市人民政府、工業和(he)信息化(hua)部共(gong)同主辦(ban)的第(di)六屆創(chuang)新與(yu)新興產(chan)業發(fa)展國(guo)際(ji)會議(yi)上,中國(guo)工程院(yuan)發(fa)布(bu)了重大咨詢項目成果《我(wo)國(guo)碳(tan)達峰(feng)碳(tan)中和(he)戰略(lve)及路徑》。該報告提出,我(wo)國(guo)二氧化(hua)碳排放有(you)望于2027年前(qian)后實現(xian)達(da)峰(feng)(feng),峰(feng)(feng)值(zhi)控制(zhi)在122億噸左右。
該(gai)成(cheng)果由中(zhong)國工程院組織40多(duo)位(wei)(wei)院士、300多(duo)位(wei)(wei)專家、數(shu)十家單(dan)位(wei)(wei)共同完成(cheng),重點(dian)圍繞產(chan)業結構、能源、電力(li)、工業、建筑、交通、碳(tan)(tan)移除等方面,系統開(kai)展中(zhong)國實現碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和戰略及路徑(jing)研究。
中國(guo)工程院院士、項目(mu)副組長杜祥琬介紹:“要實(shi)現碳(tan)達峰碳(tan)中和(he)這兩個(ge)目(mu)標,必須在工業、交通(tong)、建筑、電力等各個(ge)方面實(shi)現一系(xi)列技(ji)術(shu)(shu)進步。我國(guo)現有的技(ji)術(shu)(shu)還是不夠的,這個(ge)報告重點強調(diao)的實(shi)現路(lu)徑是技(ji)術(shu)(shu)創(chuang)新(xin)。”
項目組完成(cheng)的(de)《我國(guo)碳(tan)(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)(tan)中和(he)(he)戰(zhan)(zhan)略及(ji)路(lu)徑》報告指出,實(shi)現碳(tan)(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)(tan)中和(he)(he)是(shi)(shi)(shi)(shi)推(tui)動(dong)我國(guo)經濟(ji)社(she)會高(gao)質量發(fa)展的(de)必由之路(lu),同時也面(mian)臨諸多挑戰(zhan)(zhan)。為(wei)有序推(tui)進我國(guo)碳(tan)(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)(tan)中和(he)(he)工(gong)作,應重(zhong)點堅持(chi)八大戰(zhan)(zhan)略。一是(shi)(shi)(shi)(shi)節約優(you)先戰(zhan)(zhan)略,秉持(chi)節能(neng)(neng)(neng)是(shi)(shi)(shi)(shi)第(di)一能(neng)(neng)(neng)源(yuan)(yuan)理(li)念,不(bu)(bu)斷(duan)提升全(quan)社(she)會用(yong)能(neng)(neng)(neng)效率(lv)。二是(shi)(shi)(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)安全(quan)戰(zhan)(zhan)略,做好(hao)化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)兜底(di)應急,妥善應對新(xin)能(neng)(neng)(neng)源(yuan)(yuan)供應不(bu)(bu)穩定,防范油氣(qi)(qi)以及(ji)關鍵礦物對外(wai)依(yi)存風險。三是(shi)(shi)(shi)(shi)非(fei)化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)替(ti)代戰(zhan)(zhan)略,在新(xin)能(neng)(neng)(neng)源(yuan)(yuan)安全(quan)可靠逐步替(ti)代傳統(tong)(tong)(tong)能(neng)(neng)(neng)源(yuan)(yuan)的(de)基(ji)礎上(shang),不(bu)(bu)斷(duan)提高(gao)非(fei)化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)比重(zhong)。四是(shi)(shi)(shi)(shi)再電氣(qi)(qi)化戰(zhan)(zhan)略,以電能(neng)(neng)(neng)替(ti)代和(he)(he)發(fa)展電制原料燃料為(wei)重(zhong)點,大力(li)(li)提升重(zhong)點部門(men)電氣(qi)(qi)化水平。五是(shi)(shi)(shi)(shi)資源(yuan)(yuan)循環(huan)利(li)用(yong)戰(zhan)(zhan)略,加快傳統(tong)(tong)(tong)產業升級改(gai)造和(he)(he)業務流程再造,實(shi)現資源(yuan)(yuan)多級循環(huan)利(li)用(yong)。六是(shi)(shi)(shi)(shi)固碳(tan)(tan)(tan)(tan)戰(zhan)(zhan)略,堅持(chi)生(sheng)態(tai)吸碳(tan)(tan)(tan)(tan)與人工(gong)用(yong)碳(tan)(tan)(tan)(tan)相結合(he),增強生(sheng)態(tai)系統(tong)(tong)(tong)固碳(tan)(tan)(tan)(tan)能(neng)(neng)(neng)力(li)(li),推(tui)進碳(tan)(tan)(tan)(tan)移除技術研(yan)發(fa)。七(qi)是(shi)(shi)(shi)(shi)數(shu)字(zi)化戰(zhan)(zhan)略,全(quan)面(mian)推(tui)動(dong)數(shu)字(zi)化降碳(tan)(tan)(tan)(tan)和(he)(he)碳(tan)(tan)(tan)(tan)管理(li),助力(li)(li)生(sheng)產生(sheng)活綠色變革。八是(shi)(shi)(shi)(shi)國(guo)際合(he)作戰(zhan)(zhan)略,構建人類命(ming)運共同體的(de)大國(guo)責任擔(dan)當(dang),更大力(li)(li)度(du)深(shen)化國(guo)際合(he)作。
