兩部門聯合印發城市建設領域碳達峰實施方案 2030年前初步解決“城市病”問題

本報北京(jing)7月13日電(dian)(記者時(shi)斕娜)記者今天(tian)獲悉,住建部、國家發改(gai)委聯合印發《城鄉(xiang)(xiang)建設(she)(she)領域碳(tan)達(da)峰實(shi)施(shi)方案》(以下簡稱(cheng)《方案》)。《方案》明確,2030年前,城鄉(xiang)(xiang)建設(she)(she)領域碳(tan)排放達(da)到(dao)峰值;力爭到(dao)2060年前,城鄉(xiang)(xiang)建設(she)(she)方式全面實(shi)現綠色(se)低碳(tan)轉型(xing)。
《方案》提出,建(jian)(jian)(jian)(jian)設(she)綠(lv)(lv)色(se)低碳(tan)城(cheng)市(shi)。全(quan)面(mian)提高綠(lv)(lv)色(se)低碳(tan)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)水平,2030年(nian)前嚴寒、寒冷地(di)區(qu)新建(jian)(jian)(jian)(jian)居住建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)本體達到(dao)83%節能(neng)要(yao)求,夏熱(re)冬冷、夏熱(re)冬暖、溫(wen)和地(di)區(qu)新建(jian)(jian)(jian)(jian)居住建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)本體達到(dao)75%節能(neng)要(yao)求,新建(jian)(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)本體達到(dao)78%節能(neng)要(yao)求;提高基礎設(she)施運行效率,到(dao)2030年(nian)城(cheng)市(shi)供(gong)熱(re)管(guan)網熱(re)損失比(bi)(bi)2020年(nian)下降5個百(bai)分點;優化城(cheng)市(shi)建(jian)(jian)(jian)(jian)設(she)用(yong)能(neng)結(jie)構(gou),到(dao)2030年(nian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)電占建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)比(bi)(bi)例超過(guo)65%;推進綠(lv)(lv)色(se)低碳(tan)建(jian)(jian)(jian)(jian)造,到(dao)2030年(nian)裝配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)占當年(nian)城(cheng)鎮新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的比(bi)(bi)例達到(dao)40%。
《方(fang)案》要求,打造綠(lv)色低碳縣城和(he)鄉村(cun)。提升縣城綠(lv)色低碳水平,結合(he)實際推行大分(fen)散與小區(qu)域集中相結合(he)的基礎(chu)設(she)施(shi)(shi)分(fen)布式布局,建(jian)設(she)綠(lv)色節約(yue)型基礎(chu)設(she)施(shi)(shi);營造自然緊湊鄉村(cun)格局,鼓勵新建(jian)農房(fang)向基礎(chu)設(she)施(shi)(shi)完善(shan)、自然條件優越、公共服務設(she)施(shi)(shi)齊全、景觀(guan)環境優美(mei)的村(cun)莊(zhuang)聚集。
為強化實施(shi)保障,《方案(an)》明確,建(jian)(jian)(jian)立完(wan)善節能(neng)降碳標準計量體(ti)系,制定完(wan)善綠色建(jian)(jian)(jian)筑、零碳建(jian)(jian)(jian)筑、綠色建(jian)(jian)(jian)造(zao)等(deng)(deng)標準;建(jian)(jian)(jian)立健全“一(yi)年(nian)一(yi)體(ti)檢、五(wu)年(nian)一(yi)評(ping)(ping)估(gu)(gu)”的城(cheng)(cheng)市體(ti)檢評(ping)(ping)估(gu)(gu)制度;利用建(jian)(jian)(jian)筑信息(xi)(xi)模型(xing)(xing)(BIM)技(ji)術(shu)和城(cheng)(cheng)市信息(xi)(xi)模型(xing)(xing)(CIM)平臺等(deng)(deng),推動數(shu)(shu)字建(jian)(jian)(jian)筑、數(shu)(shu)字孿(luan)生城(cheng)(cheng)市建(jian)(jian)(jian)設,加快(kuai)城(cheng)(cheng)鄉建(jian)(jian)(jian)設數(shu)(shu)字化轉型(xing)(xing)。
