“重點(dian)任(ren)(ren)務”章節明確了“十(shi)四五”期間(jian)(jian)鼓勵(li)創新的(de)細分技(ji)(ji)術(shu)領(ling)(ling)域,是能(neng)源(yuan)領(ling)(ling)域技(ji)(ji)術(shu)創新的(de)“實施方案”。在架(jia)構框架(jia)上,《規(gui)劃(hua)》延(yan)續(xu)了“十(shi)二五”和(he)“十(shi)三五”技(ji)(ji)術(shu)創新規(gui)劃(hua),按(an)照(zhao)“三個一批”實施路徑,以集中攻(gong)關、示范試驗、推廣(guang)應用三個層(ceng)次(ci)為科研(yan)成(cheng)果轉化維(wei)度部署(shu)重點(dian)任(ren)(ren)務,按(an)照(zhao)“兩個節點(dian)”時間(jian)(jian)軸,以2025年、2030年為時間(jian)(jian)衡(heng)量維(wei)度,制(zhi)定(ding)各領(ling)(ling)域技(ji)(ji)術(shu)發展路線圖并預(yu)測技(ji)(ji)術(shu)發展階段。
一(yi)是鼓勵綠(lv)色低碳(tan)“潛(qian)力(li)股”技(ji)術(shu)(shu)開展(zhan)集(ji)中(zhong)攻(gong)關(guan)研(yan)究。針對(dui)契合我(wo)國能(neng)(neng)(neng)源(yuan)(yuan)(yuan)轉型(xing)(xing)方(fang)向但距離(li)工程示范還(huan)有一(yi)定(ding)階(jie)段(duan)的創新(xin)(xin)技(ji)術(shu)(shu),“集(ji)中(zhong)攻(gong)關(guan)一(yi)批”重點任務鼓勵開展(zhan)科研(yan)攻(gong)關(guan)。從(cong)充分挖掘可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)利用潛(qian)力(li)的角(jiao)度(du)出(chu)(chu)(chu)發(fa),《規(gui)劃》布局(ju)了(le)(le)新(xin)(xin)型(xing)(xing)海上風電(dian)(dian)、光伏發(fa)電(dian)(dian)、太陽能(neng)(neng)(neng)熱化學儲(chu)(chu)能(neng)(neng)(neng)、生物航空及交(jiao)(jiao)通運(yun)輸燃(ran)(ran)料、水/干熱型(xing)(xing)地熱能(neng)(neng)(neng)資源(yuan)(yuan)(yuan)開發(fa)利用、高效(xiao)波(bo)浪(lang)能(neng)(neng)(neng)轉換等(deng)技(ji)術(shu)(shu)的集(ji)中(zhong)攻(gong)關(guan);從(cong)多元(yuan)化構建氫(qing)能(neng)(neng)(neng)應(ying)用體系(xi)的角(jiao)度(du)出(chu)(chu)(chu)發(fa),《規(gui)劃》布局(ju)了(le)(le)高溫固(gu)體氧化物電(dian)(dian)解水等(deng)前(qian)(qian)沿氫(qing)氣(qi)制備(bei)技(ji)術(shu)(shu)、液氫(qing)儲(chu)(chu)運(yun)技(ji)術(shu)(shu)的集(ji)中(zhong)攻(gong)關(guan);從(cong)加快戰略性(xing)、前(qian)(qian)瞻性(xing)新(xin)(xin)型(xing)(xing)電(dian)(dian)力(li)系(xi)統核心技(ji)術(shu)(shu)儲(chu)(chu)備(bei)的角(jiao)度(du)出(chu)(chu)(chu)發(fa),《規(gui)劃》布局(ju)了(le)(le)高精度(du)預測新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)功(gong)(gong)率、新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)并網(wang)(wang)主動支(zhi)撐(cheng)技(ji)術(shu)(shu)、交(jiao)(jiao)直流混合配電(dian)(dian)網(wang)(wang)靈活規(gui)劃運(yun)行、新(xin)(xin)型(xing)(xing)電(dian)(dian)力(li)電(dian)(dian)子裝備(bei)的集(ji)中(zhong)攻(gong)關(guan);從(cong)支(zhi)撐(cheng)新(xin)(xin)型(xing)(xing)電(dian)(dian)力(li)系(xi)統穩定(ding)運(yun)行的角(jiao)度(du)出(chu)(chu)(chu)發(fa),《規(gui)劃》布局(ju)了(le)(le)針對(dui)電(dian)(dian)網(wang)(wang)削峰填谷(gu)、集(ji)中(zhong)式(shi)可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)并網(wang)(wang)、增強電(dian)(dian)網(wang)(wang)調頻(pin)、平滑間(jian)歇性(xing)可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)功(gong)(gong)率波(bo)動以及容(rong)量(liang)備(bei)用等(deng)多元(yuan)化應(ying)用場景的集(ji)中(zhong)攻(gong)關(guan)。此外,《規(gui)劃》針對(dui)第四代核電(dian)(dian)技(ji)術(shu)(shu)、非常(chang)規(gui)油氣(qi)及海洋油氣(qi)勘探(tan)開發(fa)、燃(ran)(ran)氣(qi)輪(lun)機技(ji)術(shu)(shu)、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領域智(zhi)能(neng)(neng)(neng)化智(zhi)慧(hui)化技(ji)術(shu)(shu)等(deng)均提出(chu)(chu)(chu)了(le)(le)明(ming)確的集(ji)中(zhong)攻(gong)關(guan)任務。
二是依(yi)托示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan),開(kai)(kai)展(zhan)“臨門一(yi)(yi)(yi)腳”技(ji)術工程驗(yan)(yan)(yan)證。針對(dui)“十(shi)四(si)(si)五(wu)(wu)”時期(qi)有望(wang)進入工程示(shi)(shi)范(fan)(fan)(fan)階(jie)段且屬于支(zhi)撐雙碳戰(zhan)略迫切需要的(de)(de)創(chuang)新技(ji)術,“示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)一(yi)(yi)(yi)批”鼓勵開(kai)(kai)展(zhan)工程示(shi)(shi)范(fan)(fan)(fan)驗(yan)(yan)(yan)證。可(ke)再生能(neng)源的(de)(de)高效、低成本(ben)、多元化利(li)用(yong)(yong)是降低碳排放最(zui)直接有效的(de)(de)途徑,《規(gui)(gui)(gui)(gui)(gui)劃》在(zai)不(bu)同(tong)(tong)的(de)(de)可(ke)再生能(neng)源品類均布局了開(kai)(kai)發利(li)用(yong)(yong)示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)工程;“十(shi)四(si)(si)五(wu)(wu)”是氫能(neng)從示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)走(zou)向規(gui)(gui)(gui)(gui)(gui)模化應用(yong)(yong)的(de)(de)關鍵(jian)期(qi),也是應用(yong)(yong)場景和商業模式探索(suo)的(de)(de)窗口期(qi),《規(gui)(gui)(gui)(gui)(gui)劃》從氫氣制備、儲運、加(jia)注和燃料電池不(bu)同(tong)(tong)的(de)(de)環節(jie)均布局了示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)工程;鑒于源網荷(he)儲一(yi)(yi)(yi)體化和多能(neng)互補一(yi)(yi)(yi)體化是新型電力系統發展(zhan)的(de)(de)重要路徑,《規(gui)(gui)(gui)(gui)(gui)劃》布局了源網荷(he)儲一(yi)(yi)(yi)體化和多能(neng)互補集成設(she)計及運行技(ji)術示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan);在(zai)儲能(neng)技(ji)術方面,《規(gui)(gui)(gui)(gui)(gui)劃》鼓勵“十(shi)四(si)(si)五(wu)(wu)”期(qi)間進行規(gui)(gui)(gui)(gui)(gui)模化、多應用(yong)(yong)場景的(de)(de)示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)。此(ci)外,《規(gui)(gui)(gui)(gui)(gui)劃》還在(zai)核電、油(you)氣、煤炭(tan)、煤電、能(neng)源智慧化領域均布局了一(yi)(yi)(yi)定(ding)數量的(de)(de)示(shi)(shi)范(fan)(fan)(fan)試(shi)驗(yan)(yan)(yan)重點任務(wu)。
三是(shi)推(tui)動成(cheng)熟(shu)可(ke)靠的(de)(de)先進能源(yuan)(yuan)技術走向(xiang)市場推(tui)廣(guang)應用(yong)。“應用(yong)推(tui)廣(guang)一(yi)批”主要(yao)(yao)針對已經(jing)具(ju)備一(yi)定成(cheng)熟(shu)度和經(jing)濟性、但有必要(yao)(yao)進一(yi)步推(tui)動應用(yong)及鼓勵創(chuang)新升(sheng)級的(de)(de)能源(yuan)(yuan)技術。在雙碳(tan)戰略(lve)下,我國(guo)仍(reng)需保(bao)留一(yi)定容量的(de)(de)火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)機組(zu)以保(bao)障電(dian)(dian)(dian)(dian)(dian)力(li)系統的(de)(de)安全穩定運行,提升(sheng)火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)靈(ling)活調(diao)節(jie)能力(li)是(shi)保(bao)障清(qing)潔能源(yuan)(yuan)消(xiao)納、提高可(ke)再生能源(yuan)(yuan)消(xiao)費占(zhan)比(bi)的(de)(de)重(zhong)(zhong)要(yao)(yao)路徑,是(shi)未來火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)技術的(de)(de)重(zhong)(zhong)要(yao)(yao)發(fa)展(zhan)趨勢(shi)之一(yi)。《規劃》提出了因地制宜應用(yong)推(tui)廣(guang)低(di)壓缸(gang)零出力(li)、加(jia)裝(zhuang)蓄熱裝(zhuang)置、火(huo)(huo)-儲聯合調(diao)頻等火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)靈(ling)活性提升(sheng)改(gai)造(zao)技術,正是(shi)統籌(chou)考慮了火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)在新型電(dian)(dian)(dian)(dian)(dian)力(li)系統中的(de)(de)重(zhong)(zhong)要(yao)(yao)作用(yong),推(tui)動火(huo)(huo)電(dian)(dian)(dian)(dian)(dian)機組(zu)由主體(ti)性電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)向(xiang)調(diao)節(jie)性電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)轉變。
四、多措(cuo)并舉保(bao)障落實,充(chong)分激發創(chuang)新主(zhu)體(ti)活力
《規劃(hua)》的(de)(de)保障措施(shi)(shi)主要聚焦在(zai)四(si)條(tiao)主線。一是以協同(tong)創(chuang)(chuang)新(xin)為主線。在(zai)行(xing)政主管(guan)(guan)層(ceng)(ceng)面(mian),建立(li)國(guo)家與地方(fang)、能(neng)源與科技等不同(tong)管(guan)(guan)理層(ceng)(ceng)級和(he)不同(tong)管(guan)(guan)理口徑的(de)(de)協同(tong)聯動工作(zuo)機制;在(zai)實施(shi)(shi)主體(ti)(ti)層(ceng)(ceng)面(mian),一方(fang)面(mian),按照“揭榜掛(gua)帥(shuai)”原(yuan)則(ze)鼓(gu)勵跨(kua)(kua)領域、跨(kua)(kua)學科的(de)(de)創(chuang)(chuang)新(xin)聯合體(ti)(ti),鼓(gu)勵產、學、研(yan)、用各環節創(chuang)(chuang)新(xin)主體(ti)(ti)聯合攻關,形成合力,另一方(fang)面(mian),“十四(si)五(wu)”期間,依托(tuo)能(neng)源優勢企業(ye)圍繞重(zhong)點(dian)科技創(chuang)(chuang)新(xin)領域設立(li)一批能(neng)源研(yan)發創(chuang)(chuang)新(xin)平臺(tai),繼續(xu)優化完善能(neng)源研(yan)發創(chuang)(chuang)新(xin)平臺(tai)的(de)(de)運(yun)行(xing)、管(guan)(guan)理和(he)評(ping)估機制。
二(er)是(shi)以(yi)成果轉(zhuan)化為主線。《規劃》重(zhong)點任(ren)務將按照(zhao)“攻關有主體、落(luo)地有項(xiang)目(mu)、進(jin)度(du)可追蹤”的落(luo)實原則(ze)進(jin)行跟蹤評(ping)估,以(yi)能源(yuan)技(ji)術裝(zhuang)備首臺(套)政策作(zuo)為配合(he)《規劃》各項(xiang)重(zhong)點任(ren)務走深走實的重(zhong)要(yao)抓手(shou),在確保安全的前(qian)提下按照(zhao)“凡有必用”的原則(ze)推進(jin)示范應用。此外,《規劃》還提出了將研(yan)究(jiu)建立能源(yuan)產(chan)業技(ji)術裝(zhuang)備推廣(guang)指(zhi)導目(mu)錄,推廣(guang)先進(jin)能源(yuan)技(ji)術裝(zhuang)備。
三是以(yi)企(qi)業(ye)為主(zhu)(zhu)線(xian)。能(neng)源(yuan)央(yang)企(qi)在推動我(wo)國能(neng)源(yuan)科(ke)技(ji)創(chuang)新方面一直發(fa)揮(hui)領(ling)軍帶(dai)頭(tou)作用,是我(wo)國重大能(neng)源(yuan)創(chuang)新工程實施的主(zhu)(zhu)導(dao)者。《規劃(hua)》提出要充(chong)分(fen)發(fa)揮(hui)能(neng)源(yuan)領(ling)域(yu)(yu)中央(yang)企(qi)業(ye)技(ji)術裝備短板攻關主(zhu)(zhu)力(li)軍、原創(chuang)技(ji)術策源(yuan)地(di)和現代產(chan)業(ye)鏈“鏈長”作用,推動各領(ling)域(yu)(yu)優(you)勢企(qi)業(ye)強(qiang)強(qiang)聯合,突破制(zhi)約提升能(neng)源(yuan)產(chan)業(ye)鏈現代化水平(ping)的關鍵核心(xin)技(ji)術。
四是以資金支持(chi)為主線(xian)。《規(gui)(gui)劃》提出,一方(fang)面(mian)將進一步爭(zheng)取(qu)支持(chi)各類財(cai)政(zheng)支持(chi),加(jia)大資金投入力(li)度,另一方(fang)面(mian),以《規(gui)(gui)劃》重點(dian)任務為導(dao)向,引(yin)導(dao)企業創新基金和社會(hui)資本投入,鼓勵參與能(neng)源(yuan)行業各環節科技創新。
此外,《規劃》還在技術(shu)標準、國際合作、人才培養等(deng)方面提出(chu)了具體保障措施。
